In addition to the positive results, the Chairman of the Provincial People's Committee also frankly pointed out some limitations that need to be overcome, such as the work of advising on the development of legal policies and the implementation of legal policies in some areas is not yet timely. The work of granting and exchanging land use right certificates after land consolidation and plot exchange at the district level is still slow. The exploitation and development of land funds are not really effective. The work of closing mines for mineral exploitation licenses that have expired but are not eligible for extension is still slow...

Affirming that 2024 is a pivotal year, of great significance for the successful implementation of the Resolution of the Party Congresses at all levels and the 5-year socio-economic development plan for 2021-2025, the Chairman of the Provincial People's Committee requested the Department of Natural Resources and Environment to continue to unite and closely coordinate with departments, branches and localities in implementing tasks and promoting the achieved results. In 2024, the Department of Natural Resources and Environment needs to pay attention to and focus on a number of key tasks such as: Proactively reviewing, supplementing and completing the 5-year land use plan for 2021-2025 of the province. Guiding, appraising and submitting to the Provincial People's Committee for approval of adjustments and supplements to the land use planning to 2030 at the district level and the land use plan for 2024 at the district level; effectively implementing the provincial planning implementation plan. Effectively exploiting land and mineral resources.

The natural resources and environment sector needs to continue to promote administrative reform. Do a good job of training and fostering skills and practical experience for cadres, civil servants, public employees and workers. Speed ​​up the process of granting land use right certificates to organizations, families and individuals and urgently advise on the implementation of building a comprehensive land database in the province to integrate, share, connect and update into the population database according to Project 06 of the Prime Minister.

Continue to advise on removing difficulties and obstacles in compensation and site clearance, especially site clearance for key projects, public investment projects and projects generating revenue for the state budget. Implement well the work of land allocation, land lease, and advise on determining land prices to ensure compliance with time and legal regulations. Resolutely revoke projects that have been assigned or leased land but have not invested within the prescribed time without a valid reason. Continue to effectively implement the Solid Waste Treatment Project in the province for the period 2021-2025, with a vision to 2030, approved by the Provincial People's Committee. Focus on controlling facilities with high risk of causing environmental pollution, facilities with large waste sources, etc.
