Taking advantage of being an officer in charge of returning results in the field of natural resources and environment, Duong Thi Hue collected 1.5 billion VND from 196 cases but did not pay it to the state but instead appropriated it and spent it for personal use.
On July 27, the Investigation Police Agency of Bac Giang Province Police said that they are investigating the case of Duong Thi Hue, born in 1978, residing in Duc Thinh residential group, Thang town, Hiep Hoa, Bac Giang, who was prosecuted for the crime of abusing her position and power and appropriating property that occurred at the Department of receiving and returning results of administrative procedures of Hiep Hoa District People's Committee.
It is known that Duong Thi Hue is a civil servant assigned to return results in the field of natural resources and environment at the Department of receiving and returning results of administrative procedures of Hiep Hoa District People's Committee.
According to regulations, people must pay taxes to the state to get land use right certificates (red books). Taking advantage of being an official in charge of returning results, Hue arbitrarily collected money from people and then returned the red books to them. Hue did not pay the money collected from people to the state but instead appropriated and spent it on personal expenses.

Using the above tricks, from May 2021 to March 2023, taking advantage of her assigned position, Hue received money and appropriated it from 196 cases with a total amount of nearly 1.5 billion VND. Hue spent all the appropriated money for personal use, and has not yet returned or paid taxes to anyone.
