Cam Giang simultaneously "clears land for free" to expand roads

Implementing Resolution No. 23 of Cam Giang District Party Committee (Hai Duong), many localities in the district have been replicating the "zero-cost land clearance" model to expand roads.

From practical experience...

The leading locality in Cam Giang district to implement the "zero-cost land clearance" model to expand rural roads is Cao An commune, starting from the Dao Xa village main road in early 2021. According to Mr. Pham Van Thanh, Vice Chairman of Cao An Commune People's Committee, to complete the criteria for a model new rural area, the Party Committee and People's Council of the commune issued a thematic resolution, and the Commune People's Committee made a plan to mobilize people to donate land for each village to build a model road. Since then, all 4 villages have basically completed a road according to the criteria for a model new rural area, widening the road surface to 5-7 m and paving it with asphalt, and having a drainage and lighting system. The commune has had 219 households donate 2,906 m2 of residential land and voluntarily clear many constructions and assets on the land. Typical examples include the families of Mr. Pham Van Ha, Do Van Lang (Phu An village); Dao Van Truong, Dao Van Manh, Nguyen Ngoc Hung (Dao Xa village); Nguyen Van Hung, Do Van Nga, Nguyen Van Lam (Do Trung village)...

From Cao An, this movement is increasingly being replicated in Cam Giang. “The village still uses it, but the children eat it all” is a variation of the idiom by the old party member and veteran Vuong Duc Kieu, 84 years old, in Hamlet 2, Quy Duong village, Tan Truong commune, to mobilize people to agree to return the water surface of public ponds to build village parks, or donate land to widen roads.

In 2022, to reach the new rural model finish line, Cam Dong commune also mobilized hundreds of households to donate over 3,000 m2 of residential land to expand over 6 km of commune roads, inter-village roads from Tinh Cach to Mot village, roads of Trang and Thuong villages...

“With the goal of completing the advanced new rural criteria, in 2023, Quy Duong and Trang Ky villages successfully mobilized people to donate about 3,000 square meters of residential land to expand the main roads in the village,” said Chairman of Tan Truong Commune People's Committee Vu Van Thuan.

...to turn resolutions into action

Dozens of kilometers of rural roads in Cam Giang district are still very narrow.

Cam Giang district has 15.6 km of Hanoi-Hai Phong railway; 11.6 km of National Highway 5 and 9.33 km of National Highway 38; 19.43 km of provincial roads 394, 394C passing through. Besides, Cam Giang also has 8 district roads with a length of 53.28 km and 833.3 km of rural roads. Although the road expansion movement in Cam Giang is quite active, the whole district still has 38.84 km of district, commune, village and hamlet roads that need to be expanded. Many sections have been built for a long time, the roadbed has subsided, the road surface is narrow and degraded, there is no drainage system...

Based on the above situation and experience from some communes, at the end of 2023, Cam Giang District Party Committee issued Resolution 23 to strengthen propaganda and mobilize people to donate land use rights (commonly known as land donation) for the State to expand roads in the area... Investment in renovating, expanding and upgrading roads follows the principle: The State allocates investment funds to implement the project, including from district and commune budget sources and socialized sources; people donate land, self-clear constructions and assets on the land. The State supports all costs of surveying, adjusting records, and re-issuing land use right certificates to people after donating land to expand roads.

The first section of the Cam Phuc-Luong Dien inter-commune road is narrow. Cam Phuc commune is mobilizing people to donate land and voluntarily dismantle the construction.

From the beginning of the year to the end of February, Cam Phuc commune has completed the expansion of 430 m of Phuc Cau village road from 4 m to 6.5 m. There are 30 households along the road who have agreed to donate land and voluntarily dismantle the constructions on the land. Currently, the commune is mobilizing about 100 households living along Le Xa village road (500 m long) to expand the current road surface from 3-4 m to 7 m, from National Highway 5 to the village gate. To expand the Cam Phuc-Luong Dien inter-commune road, Chua Vit hamlet, Phuc B village has mobilized 16/17 households to donate land and voluntarily dismantle the constructions...

Since the beginning of this year, Cam Dong commune has also widely implemented Resolution 23 to each Party cell, each Party member and the people, implementing the "zero-cost land clearance" model to expand the road. The commune and hamlets are stepping up their mobilization to clear land to expand District Road 195B through the area, upgrading and expanding some narrow village and hamlet roads.

Implementing Resolution 23, this year the District People's Committee has developed a plan to support 20 billion VND for investment projects to upgrade roads with land donated by people. The support rate is from 30-50% of the construction investment cost, depending on the level of land donation by people and the importance of the project. "The district is determined to create a strong movement with the zero-cost land clearance model, contributing significantly to the implementation of approved plans, especially the traffic development plan", said Mr. Tran Van Quyet, Chairman of the People's Committee of Cam Giang district.
