Ministry of National Defense announced the decision to merge and reorganize agencies

On behalf of the Central Military Commission and the Ministry of National Defense, General Phan Van Giang affirmed: Implementing Resolution No. 18-NQ/TW dated October 25, 2017 of the 6th Central Conference of the 12th tenure "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient", Resolution No. 05-NQ/TW dated January 17, 2022 of the Politburo and the Conclusion of the Standing Committee of the Central Military Commission on adjusting the organization and staffing of the Vietnam People's Army for the period 2025 - 2030 and the following years, from 2021 - 2024, the Central Military Commission and the Ministry of National Defense have focused on drastic leadership and direction; up to now, the Army's organization has been basically streamlined, compact and strong, 1 year ahead of schedule compared to Resolution No. 05.

Implementing the Conclusion of the Steering Committee summarizing the implementation of Resolution No. 18 of the Central Committee, the Central Military Commission and the Ministry of National Defense reported to the Politburo the Plan to continue adjusting and rearranging the organization of the Army; including adjusting and rearranging a number of agencies (merging the Department of Finance, the Department of Planning and Investment, the Department of Economics, reorganizing into the Department of Finance; merging the Institute of Military History into the Institute of National Defense Strategy, reorganizing into the Institute of Strategy and History of Vietnam National Defense; merging the Department of Maps into the Department of Operations; merging the Social Insurance of the Ministry of National Defense and the Department of Policy, reorganizing into the Department of Social Policy). The adjustment of the organization and forces of the Army is an objective necessity, consistent with reality, at the same time, demonstrating new thinking and a new vision on adjusting the organization of the Army's forces, increasingly better meeting the requirements of the cause of building, consolidating national defense, and protecting the Fatherland.

The Minister of National Defense requested that Party committees, commanders at all levels, and officers, soldiers, and employees must have a deep, complete, and correct understanding of the position and significance of the merger and reorganization of agencies; determine the determination, make a strong "breakthrough", overcome difficulties, and successfully complete assigned tasks; build a comprehensive, "exemplary, exemplary" strong agency, maintain and promote the achievements of the agencies in the past time. Quickly stabilize the organization and staff, assign and assign specific tasks; perfect organizations, deploy activities in accordance with their functions and tasks; build strong organizations, and excellently complete all assigned tasks. Do a good job of ideological and policy work for officers, soldiers, and employees, be ready to receive and strictly comply with the assignment and mobilization of the organization; proactively grasp the thoughts and aspirations, promptly advise and propose to competent authorities to effectively resolve policy work for officers, soldiers, and employees.

Quickly develop and promulgate the leadership regulations of the Party Committee, regulations on each aspect of work, assign tasks to the commander; strictly maintain the regular order, discipline training, regimes and regulations of the agency. Do a good job of preparing and successfully organizing the Party Congresses at all levels; build a truly clean and strong Party Committee and organization, take care to build a team of cadres and employees capable of completing immediate and long-term tasks, ensuring succession and solid development. Do a good job of protecting internal politics, building solidarity in leadership, command, internal solidarity, solidarity between the military and the people, harmoniously resolving relationships in work, contributing to maintaining stability of the agency and unit to successfully complete all tasks.
