The Ministry of Home Affairs issued Official Dispatch No. 006 to the People's Committees of provinces and centrally-run cities on reviewing and reporting the quantity and quality of commune-level cadres and civil servants.
The document stated that, in order to implement Conclusion No. 126 of the Politburo on a number of tasks to continue to arrange and streamline the apparatus of the political system at the grassroots level and Conclusion No. 127 on researching and proposing reforms of the apparatus organization, performing the function of state management over commune-level cadres and civil servants, the Ministry of Home Affairs requested the People's Committees of provinces and centrally-run cities to review and report on the quantity and quality of commune-level cadres and civil servants as of December 31, 2024.
Due to urgent tasks under the direction of the Politburo, the Ministry of Home Affairs requests that People's Committees of provinces and centrally-run cities send reports to the Ministry (through the Department of Local Government) before March 10 for synthesis and submission to competent authorities.

At the commune level, it is necessary to clearly define models of local government at the commune level for urban, rural, mountainous, delta, island areas, population size, area, history, culture, socio-economic issues, national defense, security, ethnicity, religion... Along with that, clarify the working relationship between local government levels (between provincial and communal levels); the vertical working relationship from the central to communal levels; clearly identify the conditions to ensure effective operation of communal government before, during and after the arrangement.
Regarding progress, the Politburo and the Secretariat requested the Government Party Committee to report to the Politburo for its policy before seeking opinions from Party committees and organizations at all levels no later than March 9. Receive opinions from the Politburo, the Secretariat, and agencies, complete the project and submission, and submit it to the Party Central Committee (via the Central Organizing Committee) by April 7.
