Ministry of Science and Technology unifies management of innovation activities

Implementing Decree No. 28/2023/ND-CP, the Ministry of Science and Technology will focus on promoting scientific research, technology development, innovation; developing science and technology potential; intellectual property; standards - measurement - quality; atomic energy, radiation and nuclear safety and state management of public services in the fields under the Ministry's management according to law.

Science, technology and innovation activities

Deputy Minister of Science and Technology Bui The Duy emphasized that, implementing Decree No. 28/2023/ND-CP, the Ministry of Science and Technology directs the implementation of the 5-year and annual directions, goals, and tasks of science, technology, and innovation, promoting the development of key economic and technical sectors and fields on the basis of applying, innovating, and mastering technology, developing new technology, high technology, and commercializing technology, and the results of scientific research and technological development. In addition, it guides ministries, branches, and localities to develop and implement 5-year and annual science, technology, and innovation plans in accordance with the expertise and management of science, technology, and innovation activities.

The Ministry of Science and Technology organizes the certification of high-tech activities; stipulates conditions for high-tech incubators and high-tech enterprise incubators; stipulates the authority, conditions and procedures for certifying high-tech human resource training facilities; builds a database and information infrastructure on high technology and high-tech technical infrastructure within the authority of the Ministry; develops and submits to the Government for promulgation regulations on high-tech zones, orientations for high-tech industries prioritized for investment and development in each period, a list of technologies prioritized for research, development and application to proactively participate in the fourth industrial revolution and mechanisms and policies for high-tech development and high-tech zones.

At the same time, guide and register activities for science and technology organizations, science and technology development funds, technology innovation funds, high-tech venture capital funds; certify activities for organizations and individuals operating in high technology, high-tech enterprises according to the provisions of law; support organizations and individuals in technology assessment, technology innovation, technology search, technology import, patent exploitation, technology decoding and mastery; guide and evaluate technological levels and capacities and develop technology development orientations, national technology innovation roadmaps according to the provisions of law...

The Ministry of Science and Technology also promotes the management of science, technology and innovation tasks in the fields under the Ministry's management; develops, guides and organizes the implementation of national science and technology tasks; manages and organizes the implementation of tasks in national science, technology and innovation programs and projects approved by the Prime Minister; inspects, supervises, evaluates and examines the implementation and post-acceptance process of science, technology and innovation programs, topics and projects using the state budget; organizes independent assessment of scientific research results, technology development and innovation, etc.

Promoting the development of science and technology markets and enterprises

The Ministry of Science and Technology unifies the management of innovation activities; develops, guides, inspects and organizes the implementation of mechanisms and policies to encourage and develop innovation, creative start-up activities and mobilize investment resources for innovation and creative start-ups. Manages, guides and organizes the implementation of innovation activities, develops the national innovation ecosystem and creative start-ups; creates and promotes a legal environment to support innovation and creative start-ups. Manages and develops a system of organizations to support creative start-ups; builds, operates and develops a national creative start-up network.

The Ministry of Science and Technology is responsible for presiding over and coordinating with ministries, branches and localities to develop, guide and organize the implementation of mechanisms, policies, strategies, planning, plans, programs and projects on intellectual property. Innovation activities are also reflected in the Strategy for Science, Technology and Innovation Development to 2030 issued by the Prime Minister, which is of special importance not only to the science and technology sector but also to the entire political system because the role of science, technology and innovation in the next 10 years is a strategic breakthrough, with decisive significance in creating breakthroughs to improve productivity, quality, efficiency and competitiveness of the economy.

The Ministry of Science and Technology continues to focus the tasks and solutions of the Strategy on resolving the long-standing core limitations, barriers and bottlenecks affecting the development of science, technology and innovation in Vietnam, especially issues of state management of science, technology and innovation, mechanisms and policies such as the science and technology human resources, management of assets formed from science and technology tasks, autonomy mechanisms for public science and technology organizations, science, technology and innovation activities in enterprises, international integration in science, technology and innovation.

The strategy includes groups of tasks and solutions such as: Innovating the mechanism of science, technology and innovation activities, improving the capacity of state management of science, technology and innovation; building a national innovation system; attracting and effectively using all investment resources for science, technology and innovation; developing research institutes, universities, and other science and technology organizations to become strong research entities; developing human resources for science, technology and innovation with high qualifications and creative capacity; developing and effectively exploiting science, technology and innovation infrastructure; promoting science, technology and innovation activities in enterprises; proactively promoting international cooperation and integration in science, technology and innovation; enhancing activities to honor, communicate, and raise awareness of science, technology and innovation.
