Ministry of Education and Training issues standards for higher education institutions

The Ministry of Education and Training has just issued Circular No. 01/2024/TT-BGDDT on Higher Education Institution Standards with 6 standards and 20 criteria. This Circular takes effect from March 22, 2024.

The six standards of higher education institutions include: Organization and administration; Lecturers; Facilities; Finance; Admissions and Training; Research and Innovation.

Standard 1 on organization and administration with 4 criteria stipulates that higher education institutions have a stable organizational structure and an effective and transparent management system.

Standard 2 on lecturers with 3 criteria stipulates that higher education institutions have a team of lecturers that meet the requirements on quantity, qualifications and time fund to ensure the quality of teaching and research.

Standard 3 on facilities has 4 criteria stipulating that higher education institutions have campuses, facilities, information systems and learning materials that meet the requirements to ensure the quality of teaching, learning and research.

Financial Standard 4 has two criteria that stipulate that higher education institutions maintain financial balance, operational efficiency and sustainable development capacity.

Standard 5 on enrollment and training requires higher education institutions to maintain quality and effectiveness in enrollment, training and support for learners, with 5 criteria, including: enrollment rate; dropout rate; graduation rate; rate of learners satisfied with lecturers on teaching quality and effectiveness; rate of university graduates having jobs suitable to their professional training level, self-employment or continuing to study at a higher level within 12 months after graduation.

Standard 6 on research and innovation stipulates that higher education institutions have the capacity for research and innovation, demonstrated through revenue from these activities and scientific publication results.

According to the Ministry of Education and Training, the Standards for Higher Education Institutions are the basis for planning and arranging the network of higher education institutions; assessing and monitoring the conditions for quality assurance and the implementation of accountability of higher education institutions according to the provisions of law.

The Ministry of Education and Training will guide higher education institutions to provide and update data to serve the determination of indicators and assessment of the level of meeting the criteria of the Higher Education Institution Standards into the higher education database system; announce the results of implementing the Higher Education Institution Standards of higher education institutions before June 30 every year, starting from 2025 for the previous reporting year.

Higher education institutions provide, update fully, accurately and consistently data to serve the determination of indicators and assessment of the level of meeting the criteria of Higher Education Institution Standards into the higher education database system. The data closing date is December 31 of each year; for financial data, the data closing date is March 31 of the following year.

Institutions shall take necessary measures to regularly monitor and improve the quality and effectiveness of higher education activities, ensuring that all standards and criteria of the Higher Education Institution Standards within the scope of application to higher education institutions are met from 2025. In addition, they shall be accountable to learners, competent state management agencies and relevant parties regarding the quality and effectiveness of higher education activities through the results of implementing the Higher Education Institution Standards.
