The Ministry of Public Security will identify house numbers.

On October 21, when signing a cooperation agreement with Vietnam Post Corporation to promote the digital transformation process, the Department of Administrative Police for Social Order (C06, Ministry of Public Security) said it had consulted on solutions to help make the real estate market transparent through house number identification.

Accordingly, the post office has information about house numbers, the local police have data about household registration, and the Ministry of Public Security also has data about residents and real estate documents. "C06 will coordinate with the post office to connect data, then identify house numbers," C06 said.

The Ministry of Public Security expects that the implementation of this plan "will save a lot of costs" for the State when taking advantage of available data, without having to wait for cleaning of real estate data.

This is also a solution to implement the Prime Minister's direction in Directive No. 13/CT-TTg on restoring order and overcoming shortcomings in investment consulting work for construction of works and projects in the transport sector.

Lieutenant Colonel Nguyen Thanh Vinh, Director of the National Population Data Center of C06, explained that through house number identification, it will be easy to determine how many properties each person owns and where. With this data, units such as post offices and express delivery will easily exploit information when delivering goods.

Mr. Vinh said the Ministry of Construction and the Ministry of Natural Resources and Environment are taking the lead in building data on house numbers and housing. The Ministry of Public Security will then use this, along with information collected from People's Committees at all levels, to identify house numbers.

Currently, the method of identifying house numbers has not been announced. Two months ago, from August 15, the Ministry of Public Security applied identification to vehicle license plates for the first time (identification license plates). Accordingly, the issuance and management of car and motorbike license plates will be based on the citizen identification number of the vehicle owner.

Since 2006, the Ministry of Construction has regulated the principle of numbering houses on the street and in the alley in order 1, 2, 3... The house on the left takes odd numbers 1, 3, 5... The house on the right takes even numbers 2, 4, 6... The direction of recording house numbers is from small to large, from north to south, east to west, northeast to southwest, southeast to northwest.

Apartments are also numbered in natural numbers, in which the two digits tens and units record the apartment number, the two digits thousands and hundreds indicate the floor number.

However, in recent times, house numbering in many places, especially houses in alleys in Hanoi and Ho Chi Minh City, has not followed the rules, causing difficulties. In the Resolution dated October 4, the Government assigned the Ministry of Natural Resources and Environment, Culture, Sports and Tourism, and the Public Security to coordinate with the Ministry of Construction to unify the method of recording house numbers. The Ministry of Construction reviewed the standards for individual houses and apartments, including fire prevention and fighting issues, to overcome current shortcomings and ensure safety for people.
