The former Chairman of the Board of Directors of the Education Publishing House was determined to have violated legal regulations on ensuring fairness and transparency in bidding activities for the supply of printing paper, causing particularly serious damage to state assets.

On February 13, the Ministry of Public Security's Investigation Police Agency issued a decision to prosecute the case of "abusing position and power while performing official duties and violating bidding regulations causing serious consequences" occurring at the Vietnam Education Publishing House One Member Co., Ltd. under the Ministry of Education and Training.
The investigation agency decided to prosecute and execute an order to temporarily detain Mr. Nguyen Duc Thai, former Chairman of the Board of Members of Vietnam Education Publishing House Company Limited.
Mr. Thai is being investigated for the crime of "abusing position and power while performing official duties".
With the same crime, the investigation agency prosecuted and temporarily detained Ms. Nguyen Thi Thanh Thuy - former head of the marketing planning department of Vietnam Education Publishing House One Member Co., Ltd.
Notably, more than a month ago, Ms. Thuy was arrested in the Viet A case for the crime of "Taking advantage of influence over people in positions of power for personal gain".
In this case, Ms. Thuy was determined to have taken advantage of her influence, intervened, and influenced the leaders of a number of ministries and branches to create favorable conditions for Viet A Company in the process of producing and trading COVID-19 test kits for personal gain.
On the same day, the investigation agency searched the residence and workplace of the defendants.
At the same time, the investigation agency prosecuted and temporarily detained two other people: Dinh Quoc Khanh - former deputy head of the marketing planning department, Vietnam Education Publishing House One Member Co., Ltd.; To My Ngoc - chairman of the board of members of Phung Vinh Hung Paper Joint Stock Company.
These two people are being investigated for "violating bidding regulations causing serious consequences".
The Supreme People's Procuracy has approved the above decisions and orders. On the same day, the investigation agency conducted searches at the workplaces and residences of the defendants.
The investigation results determined that Mr. Nguyen Duc Thai took advantage of his position and authority in purchasing printing paper for printing educational books, along with the three remaining defendants, to violate the provisions of the law on ensuring fairness and transparency in bidding activities for the supply of printing paper, causing particularly serious damage to state assets.
After winning the bid, Mr. Nguyen Duc Thai and Ms. Nguyen Thi Thanh Thuy received material benefits from Ms. To My Ngoc.
