On the afternoon of January 11, Ho Chi Minh City Police held a press conference to provide information related to violations at vehicle inspection centers.Lieutenant Colonel Tran Thi Kim Ly, Chief of Office of the Ho Chi Minh City Police Department's Investigation Police Agency, said that so far, the case has been prosecuted, the defendants have been prosecuted, and search warrants have been issued for the workplaces and residences of 84 defendants for the crimes of "Giving bribes, receiving bribes, brokering bribes, and forgery in work".
Of these, 80 defendants are Directors, Deputy Directors, employees of the Registration Centers and brokers.
Three defendants, officers of the Motor Vehicle Inspection Department under the Vietnam Register, were prosecuted for "receiving bribes", including Tran Anh Quan, acting head of the Motor Vehicle Inspection Department; Dang Tran Khanh, deputy head of the Motor Vehicle Inspection Department; and Pham Duc Ngoc, specialist of the Motor Vehicle Inspection Department.
The process of investigating and collecting documents and evidence is guaranteed to be objective, strict, and in accordance with the law.
In particular, with the investigation results and collected documents, determining sufficient grounds, today, January 11, the Ho Chi Minh City Police Department of Investigation has issued a decision to prosecute and issue an arrest warrant to temporarily detain Mr. Dang Viet Ha, Director of the Vietnam Register, for the crime of "receiving bribes".
The People's Procuracy at the same level has approved the above decisions and orders.
According to Major Nguyen Thanh Hung, Deputy Head of the Criminal Police Department of Ho Chi Minh City Police, the directors of the inspection centers have spent hundreds of millions of dong every month and every quarter to the leaders of the Motor Vehicle Inspection Department under the Vietnam Register, and at the same time, they have also paid money to Mr. Ha. In the coming time, Ho Chi Minh City Police will focus on fighting to expand the case.

This is the latest development in the process of Ho Chi Minh City Police expanding the investigation into the case of bribery brokerage, bribery, bribery acceptance and forgery in work occurring at inspection centers in Ho Chi Minh City, Long An, Tien Giang, Soc Trang, Dong Thap and Ben Tre.
On the same day, the Investigation Police Agency of Hoc Mon District Police (Ho Chi Minh City) initiated a case and prosecuted Hoang Tan Luc (34 years old, Director of Motor Vehicle Inspection Center 50-14D), Be Binh Duong (39 years old, deputy director) and 5 other people working at the center for bribery.
Previously, on January 6, Minister of Transport Nguyen Van Thang assigned Mr. Nguyen Vu Hai, Deputy Director of the Department of Vehicle Registration, to manage the operations of the Department of Vehicle Registration while Mr. Dang Viet Ha, Director of the Department of Vehicle Registration, served the investigation at the request of the competent authority.

According to Ho Chi Minh City Police, up to now, the Ho Chi Minh City Police Investigation Agency consists of 7 units: Ho Chi Minh City Police Investigation Agency Office, Department of Police Investigation of Crimes on Social Order (PC02); Department of Police Investigation of Crimes on Corruption, Economy and Position (PC03), with the participation of a number of district-level Police Investigation Agencies including: Thu Duc City, District 12, Binh Tan, Nha Be District, Cu Chi and Hoc Mon, have conducted searches of 13 Inspection Centers, including 8 Inspection Centers in Ho Chi Minh City and 5 inspection centers in Long An, Tien Giang, Ben Tre, Dong Thap and Soc Trang provinces. The police determined that these centers all committed violations. Many vehicles did not meet technical safety standards but were still granted technical safety and environmental protection certificates. Specifically, more than 70,000 motor vehicles were inspected in a “law-making” manner. The inspection centers have issued 52,300 technical safety and environmental protection certificates. The amount of money the subjects illegally profited is tens of billions of dong. |
