Three pillars build up the Party's strong personnel apparatus

Cadre work is not only a key step in Party building but also an important link in all Party activities, the decisive factor in the success or failure of the revolution.

Uncle Ho affirmed: "Cadres are the root of all work. Success or failure depends on good or bad cadres"; "Training cadres is the root work of the Party."

Political courage + moral roots + strategic vision

Our Party considers building a contingent of cadres and party members to meet the requirements of each revolutionary period as one of the top important issues.

Recently, the speech of General Secretary Nguyen Phu Trong at the first meeting of the Personnel Subcommittee of the 14th National Party Congress attracted the attention of many cadres, party members, and people across the country.

Opinions expressed agreement on the need to select the right and highly accurate personnel, closely following the three groups of standards pointed out by General Secretary Nguyen Phu Trong.

These are: Political and ideological qualities; ethics, lifestyle; intelligence, strategic thinking, qualifications, and level of trust. These are the core and most basic contents, important and mandatory prerequisites for every cadre and party member, especially members of the Central Executive Committee. These are also the three pillars to build a complete personnel apparatus for our Party and State.

Mr. To Van Ngoc, Standing Committee Member, Chairman of the Vietnam Fatherland Front Committee of Xuan Non Commune, Dong Anh District, Hanoi shared that the criteria for political mettle here are ardent patriotism, determination and aspiration to build a prosperous and happy homeland and country, always putting the interests of the collective above personal interests.

Political courage is demonstrated in the peace of mind at work and strict compliance with the organization's assignments. A person with political courage will have a steadfast stance, a strong ideology, and with his or her own will and ability, overcome difficulties and challenges, complete all assigned tasks well, and contribute to the completion of the common tasks of the agency, unit, or organization.

Along with political qualities, the moral qualities of cadres and party members also play a particularly important role. Moral qualities are the behavioral standards that create the value of a person. Through that, we can evaluate whether a person is good or bad.

Cadres and party members, especially members of the Central Executive Committee, must have truly pure moral qualities, an honest, modest, sincere, and simple lifestyle; be truly frugal, upright, impartial, and selfless; must truly be dedicated and responsible to their work, always caring for all aspects of the people's lives.

The special requirement for cadres and party members is not to be ambitious for power, not to be greedy for fame, not to be corrupt, bureaucratic, opportunistic, or selfish, and to be determined to fight, prevent, and push back signs of moral and lifestyle degradation. In addition to political courage and moral qualities, cadres and party members must also have intelligence, vision, strategic thinking, and comprehensive knowledge.

This is also one of the important factors for cadres and party members to be able to complete their work more effectively; to make decisions or proposals so that the leadership team can make timely, wise and correct decisions.

In particular, in the current situation, Central Executive Committee members need to be proactive in discovering opportunities, advantages, difficulties and challenges in practice and boldly propose appropriate solutions.

In addition, Central Executive Committee members also need to be truly proactive, innovative, dare to think, dare to do, dare to take responsibility, must have a firm grasp of the Party's guidelines and policies, the State's laws, concretize and effectively organize the implementation of the Party's guidelines and policies, the State's policies and laws.

Completely agreeing with Mr. To Van Ngoc's opinion, Mr. Nguyen Xuan Tung, Deputy Secretary of Party Cell 2, Ngoc Ha Ward Party Committee (Ba Dinh District, Hanoi) emphasized: A person with strong political qualities, good ethics and lifestyle but without vision and strategic thinking cannot be a strategic-level cadre of the Party.

In the context of international economic integration as well as constant and unexpected geopolitical changes in the world, each Central Committee member must have deep and broad comprehensive knowledge to be able to analyze and forecast risks, challenges and opportunities for our country in order to propose and implement the policy of building the country, ensuring independence, autonomy and socialism.

Improve human resource quality to keep up with the times

According to the General Secretary's assessment, the maturity, growth and development of the cadre team over the past decades is the leading factor, creating great achievements of historical significance in the cause of innovation, construction and protection of the Fatherland; our country has never had such a foundation, potential, position and international prestige as today.

Comrade To Van Ngoc, Standing Committee Member, Chairman of the Vietnam Fatherland Front of Xuan Non Commune, Dong Anh District, Hanoi expressed his special appreciation for the speech of General Secretary Nguyen Phu Trong.

Mr. To Van Ngoc said that practice has proven that the achievements of our country's revolution depend greatly on the steadfast political will of generations of leaders and cadres and party members through the periods.

Through that, generations of leaders have wisely led the entire people to overcome all difficulties and hardships, defeat the invaders, and fulfill the goals of the revolutionary stages to build and develop the country.

However, in the face of the negative impacts of the market mechanism, especially with the sophisticated tricks and fierce sabotage of hostile and reactionary forces, there has been a significant number of cadres and party members who lack revolutionary ethics training and education; their ideological stance is not stable, so they are confused, wavering, have lost their will, even abuse their power, run for degrees, run for planning, run for positions, run for power, and especially are tempted by material benefits, so they have violated the law, been expelled from the Party and entangled in legal trouble.

Therefore, the reality of the new era requires that each cadre and party member continue to further improve their political mettle, intelligence, qualifications, capacity, prestige, and ability to fulfill their tasks, contributing to strongly arousing patriotism, national self-reliance, national solidarity, and the aspiration to develop a prosperous and happy country in accordance with the spirit of the 13th National Party Congress Resolution.

Mr. Bui Thien, a third-class war invalid and former Chief of Office of the People's Committee of Hong Bang District, Hai Phong, said that the General Secretary's speech affirmed the special importance of personnel work in general and personnel for the 14th National Party Congress in particular.

It is necessary to affirm that the significance of this work is not only for organizing a Party Congress but also a work of strategic significance closely linked to the fate of the Party, the survival of the regime and the development of the country.

Appreciating the content of the "ethical roots" of cadres in the General Secretary's speech on personnel work, Mr. Bui Thien said that personnel work for the 14th National Party Congress is very important because mistakes in personnel work will lead to people lacking talent, lacking morality, or having talent but lacking morality, having morality but lacking qualifications entering the leadership apparatus...

If a leader is not both virtuous and talented, he will not contribute anything to the Party and may even cause harm to the country and people.

To do a good job in personnel work, Mr. Bui Thien said that in the coming time, relevant agencies and organizations, first of all the Politburo and the Central Executive Committee, must identify this as a particularly important and "key" task related to the survival of the Party, the fate of the regime, and the development and strength of the country.

In addition, ministries and branches from the central to local levels must attach importance to building a team of cadres at all levels, especially at the strategic level and leaders who are truly virtuous, talented, and prestigious in the Party and among the people.

Each cadre directly involved in the preparation work must fully and deeply understand his or her responsibilities, wholeheartedly devote himself or herself to the common work, and must put the interests of the Party, the country, and the people above all else.

Along with that, each agency and locality must regularly conduct summaries, draw lessons, and point out the advantages, results, shortcomings, and limitations of the 13th Congress to have more basis to propose directions, requirements, and tasks for personnel development for the 14th Party Congress.

It can be seen that people of all walks of life are always interested in and have high expectations that the 14th Congress will put forward correct and breakthrough policies and solutions for personnel work. From there, it will select leaders who are “both red and professional,” “have enough heart and enough capacity”; especially, they must be people who dare to think, dare to do, dare to take responsibility, dare to make decisions to bring the country to new heights of development…
