The Vice Chairman of the Provincial People's Committee requested the Department of Culture, Sports and Tourism to urgently supplement and complete the plan to report to the Provincial People's Committee and coordinate to prepare the necessary conditions to organize traditional ceremonies to ensure solemnity and safety. The sub-committees of content, propaganda; reception, celebration, logistics; security and order, cultural tourism promotion and trade promotion shall proactively develop and complete the plan of each sub-committee before August 11, and carry out well the contents of the festival program.

The Vice Chairman of the Provincial People's Committee paid special attention to ensuring traffic flow, safety, fire and explosion prevention, ensuring power supply, especially on the evening of the opening ceremony and many other key activities; ensuring security and order, environmental sanitation, food hygiene and safety; organizing well the reception, guidance and service of the people.

Promote propaganda before, during and after the festival, especially on digital platforms. Including propaganda of the outstanding values ​​of the relics associated with the Yen Tu - Vinh Nghiem - Con Son and Kiep Bac relic and landscape complex, which is in the process of completing the dossier to submit to UNESCO for recognition as a world heritage site. Propaganda must achieve the dual goal of promoting trade and promoting Hai Duong tourism.

According to the draft plan, the 2023 Con Son - Kiep Bac Autumn Festival will take place from September 24 to October 4 (August 10 to 20 of the lunar calendar).

At Kiep Bac relic site: on September 30 (August 16 of the lunar calendar), there will be a memorial ceremony to commemorate the 723rd death anniversary of the national hero Hung Dao Dai Vuong Tran Quoc Tuan, the opening ceremony of the autumn festival, the opening and granting of seals, the opening of the Cultural Tourism and Trade Promotion Week. The military assembly performance on Luc Dau River will take place on October 1 (August 17 of the lunar calendar). The peace-praying ceremony and flower lantern festival will take place on October 2 (August 18 of the lunar calendar). The procession, the sacrificial ceremony, and the death anniversary of Saint Tran will take place on October 4 (August 20 of the lunar calendar).

At Con Son relic site: on September 30 (August 16 of the lunar calendar), a memorial ceremony was held to commemorate the 581st death anniversary of National Hero, World Cultural Celebrity Nguyen Trai and to offer incense at the temple of Grand Tutor Tran Nguyen Dan.
