On the afternoon of March 8, Comrade Trieu The Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the regular meeting of March (2nd time) of the Provincial People's Committee to discuss and review a number of contents and submissions reported by the Departments of Planning and Investment, Natural Resources and Environment, and Construction.

Plan to change the purpose of use of more than 300 hectares of land to carry out 133 projects and works

Commenting on the report by the Department of Natural Resources and Environment, Chairman of the Provincial People's Committee Trieu The Hung requested localities to continue reviewing the locations and areas of land proposed for consideration of reclamation and change of land use purpose to implement projects and works. In particular, priority is given to implementing urgent and essential works serving national security and defense, socio-economic development on the basis of compliance with the approved land use plan. People's Committees of districts, cities and towns shall base on the allocated land use targets to adjust the land use planning to suit the actual situation. For projects not yet included in the land use planning, the Provincial People's Committee still unanimously requests the Provincial People's Council to approve the reclamation and change of land use purpose for implementation. At the same time, localities are required to urgently add the above projects to the dossier of adjusting the land use plan and ensure full legal basis.

At the request of localities, the Department of Natural Resources and Environment synthesized and proposed the Provincial People's Committee to submit to the Provincial People's Council for approval of land recovery and permission to change the purpose of use from rice-growing land and protective forest land to implement projects and works arising in 2023 in the province. Of which, 185.22 hectares of land were approved to be recovered to implement 45 projects and works; 112.84 hectares of rice-growing land and 2.01 hectares of protective forest land were changed to implement 88 projects and works.

Local adjustment of the general planning of Chi Linh city

The Provincial People's Committee agreed to the policy of partial adjustment of the master plan of Chi Linh City until 2040. The Department of Construction is responsible for the adjusted information and data. The Provincial People's Committee Office is assigned to coordinate with the Department of Construction to advise on the preparation of a report of the Party Committee of the Provincial People's Committee on the adjusted content to submit to the Standing Committee of the Provincial Party Committee for consideration.

The Department of Construction proposed that the Provincial People's Committee locally adjust the master plan of Chi Linh City at the planning location of the urban area for tourism, resort, ecology, sports and entertainment of Ben Tam Lake with a scale of about 497.7 hectares to suit the development orientation of the city. Adjust the land use structure towards increasing the area of land for physical training and sports, reducing the area of mixed land and commercial and service land. Study to adjust the traffic routes of some routes in accordance with the adjustment of the land use structure. The adjusted contents do not change the nature, boundaries, and general development orientation of the urban area, and are suitable for local socio-economic conditions.

60 billion VND to build Hai Hung bridge approach road

The Provincial People's Committee basically agreed on the investment proposal for the Hai Hung Bridge approach road construction project. Chairman of the Provincial People's Committee Trieu The Hung assigned the Department of Planning and Investment to coordinate with the Department of Transport to urgently complete the project dossier, pay attention to surveying, calculating, and balancing the capital sources for implementation. The Provincial People's Committee Office coordinated to develop a draft decision on the project investment policy before March 10 for the Provincial People's Committee to submit to the People's Council in the upcoming session.

According to the Department of Planning and Investment, the project to build the Hai Hung bridge approach connecting the two provinces of Hai Duong and Hung Yen has a total estimated investment capital of 60 billion VND from the provincial budget in the public investment plan for the period 2021-2025. The project is synchronously connected with the project to build the Hai Hung bridge across the Chanh River invested by Hung Yen province, specifically connecting the East-West axis road (Hai Duong) with provincial road 386 (Hung Yen). From there, an inter-regional traffic route is formed with the axis being national highways 38, 38B, 39 and the Hanoi - Hai Phong expressway. The total length of the Hai Duong approach road is about 180 m, the scale of a grade III plain road with a design speed of 80 km/h. The starting point connects the Hai Hung bridge abutment, the end point connects the intersection between provincial road 392C and the East-West axis road in Doan Ket commune (Thanh Mien).

By 2030, Hai Duong strives to ensure 14 m2 of housing floor space per worker.

Affirming that building and developing housing for workers is a major goal, Chairman of the Provincial People's Committee Trieu The Hung requested the Department of Construction to review and absorb the opinions of delegates at the meeting to complete the project. Add to the project specific legal bases and regulations. Update survey data close to reality to effectively implement the project. At the same time, it is necessary to clarify the form of investment in housing projects for workers in accordance with current regulations.

According to the draft project on housing development for workers in the province in the period of 2022-2030 presented by the Department of Construction, Hai Duong strives to build 275,860 m2 by 2025.²housing floor, meeting the needs of about 27,600 workers (expected area of 10 m²floor/worker). By 2030, strive to build 491,280 m²The housing floor area meets the needs of about 35,000 workers (expected area of 14 m2 floor/worker). To ensure the feasibility of the project and avoid wasting investment resources, in 2023, the Department of Construction proposed to pilot the construction of housing, public utilities for workers and accommodation facilities for experts on the land plots that have been compensated and cleared in Tu Minh ward (Hai Duong city) and Cam Doai commune (Cam Giang) with an area of about 4.52 hectares, the land plot has a cleared site at the residential area project, workers' housing and services in Tan Truong industrial park, an area of 4.46 hectares.
