Over the past month, the Ministry of Education and Training has licensed 16 units with 7 types of foreign language certificates to resume organizing exams according to new regulations.

On November 11, a series of units announced the postponement of international language certification exams due to the fact that they do not meet Vietnam's standards.
According to Deputy Minister of Education and Training Nguyen Huu Do, the fact that some organizations and units have announced that they have stopped organizing exams and granting foreign language proficiency certificates in Vietnam is because the affiliated parties have not yet completed the application documents or have not yet completed the application documents to request the Ministry to approve according to the new regulations. This demonstrates the organizations and units' respect and compliance with Vietnamese law.
The cooperation in organizing foreign language proficiency exams in Vietnam is regulated in Decree No. 86/2018/ND-CP on foreign investment cooperation in the field of education, and Circular No. 11/2022/ND-CP on cooperation in organizing foreign language proficiency exams.
After receiving instructions from the Ministry, the parties involved urgently re-evaluated the application for approval in accordance with regulations. To date, 16 units have been approved by the Ministry of Education and Training to organize exams and issue foreign language certificates again.
To be able to jointly organize exams to issue foreign language proficiency certificates, the joint parties need to submit a request to the Ministry of Education and Training according to the form, including:
- Application for approval of joint organization of foreign language proficiency certificate examination according to Form No. 08 in the Appendix issued with Decree 86.
- Agreement or contract between the testing facility in Vietnam and the foreign language proficiency assessment facility.
- Document confirming the legal status of the associated parties.
- Project to organize exams to grant foreign language proficiency certificates according to Form No. 09 in the Appendix issued with the Decree.
