According to the review of the Department of Planning and Investment, 4 residential and urban projects in Hai Duong City have selected investors but have land areas of equitized enterprises.
Specifically, it includes investment projects to build residential areas, Tan Phu Hung urban expansion, Da Mai residential area, Ba Trieu street residential area and Quan Thanh residential area.
Within the planning scope of the above 4 projects, there is a part of the land area of the equitized enterprise and the selection of investors to implement the project has been organized through the form of bidding for projects using land. Point i, Clause 1, Article 2, Resolution No. 60/2018/NQQH14 dated June 15, 2018 of the National Assembly on perfecting and promoting the implementation of legal policies on the management and use of state capital and assets in enterprises and equitization of enterprises has stipulated that the land area originating from the land of the equitized enterprise within the scope of project implementation must be separated for recovery and auction according to regulations. Therefore, up to now, the Provincial People's Committee has not assigned the land area of the equitized enterprise within the scope of project implementation to investors to implement the project.
The Department of Planning and Investment requested the Provincial People's Committee to report and ask for the Prime Minister's opinion to allow the province to select investors for the above 4 projects through bidding.
