Many provincial public investment projects in Hai Duong still face difficulties and problems related to site clearance.
According to the Hai Duong Province Investment and Construction Project Management Board, the province currently has 25 projects with investors still facing problems with site clearance. Of which, Chi Linh City and Thanh Ha District are each involved in 5 projects; Kinh Mon Town is involved in 4 projects; Thanh Mien and Nam Sach Districts are each involved in 3 projects; Cam Giang, Binh Giang, Kim Thanh, and Tu Ky Districts are each involved in 2 projects, and Gia Loc District is involved in 1 project.
Difficulties in site clearance are mainly due to relocation and restoration of technical and social infrastructure works; surveying and mapping; and many changes in regulations on compensation, support and resettlement.
In 2024, the volume of site clearance for public investment projects invested by the Provincial Construction Investment Project Management Board is very large with an allocated budget of about VND 1,250 billion. However, by early October, only about 15% of the capital plan had been disbursed. Site clearance is directly related to the progress of construction works and project disbursement.
The Project Management Board requests that districts, cities and towns review the progress of site clearance weekly. If there is a delay, it must be reported to superiors promptly for resolution.
Provincial public investment projects in Hai Duong with land clearance problems include:
- Investment project to build Dong Viet bridge approach road connecting to National Highway 37.
- Road project to Con Son - Kiep Bac relic site (section from National Highway 37 to Con Son Pagoda).
- Road project to Con Son - Kiep Bac relic site (1/2 of the left route from An Linh intersection to Dau Rong intersection).
- Project to build Tan An bridge and connecting road to National Highway 18, Chi Linh city.
- Investment project to build the road and Van bridge connecting National Highway 37 (Chi Linh) with the approach road to Trieu bridge (Kinh Mon).
- Project to renovate and upgrade provincial road 390 from Hop Thanh bridge to Quang Thanh bridge.
- Project of extended road 396 (section connecting from provincial road 391 to provincial road 390).
- Project to renovate and upgrade local dyke works in Hai Duong province, phase 2021-2025.
- Component project No. 4: Repair and strengthen the dike system of Hai Duong province in the period of 2021 - 2025 under the Project to strengthen the dike system in the period of 2021 - 2025.
- Component project No. 4 of the dike incident handling project in Nam Sach and Thanh Ha districts.
- Project to build Kinh Mon River overpass and access road connecting the interchange with National Highway 5.
- Investment project to build an interchange connecting National Highway 17B with National Highway 5 and Hanoi - Hai Phong railway.
- Nhi Chieu High School construction project, Kinh Mon town (new location - phase 1).
- Project to build a social protection center in Hai Duong province (new location).
- Hai Hung bridge approach road construction project connecting Hai Duong province with Hung Yen province.
- North-South axis road construction project, Thanh Mien district (phase 1).
- East-West axis road construction project, Hai Duong province.
- New Cay bridge approach road project and 33m extended road (through Cam Giang district) connecting Vu Cong Dan road (Hai Duong city).
- Investment project to build Cay bridge on the bypass of provincial road 394.
- Construction project of provincial road 394B, Hai Duong province (section connecting from provincial road 395 to the North-South axis, Thanh Mien district).
- Investment project to build an interchange connecting National Highway 17B with National Highway 5, Hanoi - Hai Phong railway, Hai Duong province.
- Investment project to build Hanoi - Hai Phong railway feeder road, Kim Thanh district.
- Project of extended road 396 (section from the intersection with Hanoi - Hai Phong highway across Thai Binh river to the intersection with provincial road 391).
- Project to upgrade and expand provincial road 391 from Hai Duong city to East-West axis (remaining section).
- Project to renovate and dredge irrigation and drainage canals and renovate and upgrade a number of pumping stations in Hai Duong province in the period 2021-2025.
