The fear of receiving phone calls from people pretending to be police officers often comes from limited knowledge of the law and society, excessive fear, or "guilty conscience".

Lawyer Ngo Huynh Phuong Thao (TAT Law Firm) shared that during her time as a lawyer and teaching at many legal institutions, she has received many reports from people about being scammed out of money on the internet.

Impersonating police officers, prosecutors, or court officials to defraud and appropriate property is not a new trick, but many people still fall into the trap and become victims of this scam.

“This scam is often carried out by organized crime groups, they use technology to convert Internet calls into voice calls, calling impersonating the police, prosecutor's office, court, post office... to inform people that they are involved in particularly serious cases, such as drugs, money laundering, traffic accidents...

These subjects forged arrest warrants and prosecution decisions from the police to threaten, then asked the victims to use Android phones to download and install an application called "Ministry of Public Security" provided by the subjects.

This application notifies victims of fake arrest warrants and detention orders to create fear and force them to follow the subject's request. For victims using iPhones, due to strict censorship, the Apps are not available on the Apple Store, so they log in as requested by the subject through the link they send.

After installing the application and logging in to the link, all account information, passwords, and OTP codes are silently transferred to the subject's server. Then the subjects access the account to appropriate or ask the victim to open a new account, withdraw money from other accounts.

For example, asking the victim to withdraw money from the savings book and transfer it to a newly opened account, then the scammer collects information on the victim's phone... When there is information, the scammer registers for Internet Banking service, transfers all the money from the victim's new account to the subject's account," lawyer Thao informed.

According to lawyer Thao, this scam is not new and has been regularly warned by authorities on mass media. However, many people are still being scammed.

People are deceived due to a number of reasons such as lack of legal knowledge, limited social knowledge leading to difficulty in immediately recognizing contradictions and inconsistencies in the information provided by scammers.

Not reading the recommendations and warnings of the authorities and lacking psychological preparation lead to confusion, fear and following the instructions and control of the subjects "unconsciously, by inertia" and then having their property appropriated.

Therefore, to avoid becoming a victim of this scam, you first need to know that depending on each specific State agency, there will be separate regulations on the order and procedures for working with people.

The 2015 Criminal Procedure Code has clear regulations on procedures for issuing temporary detention and temporary detention orders, investigation, prosecution, and trial procedures... In general, in the activities of State agencies with the people, the law has regulations requiring State agencies (Police, Procuracy, Court, Tax, Customs...) when working with companies, businesses, and individuals to have a letter of introduction, invitation, or meet in person to discuss work and there are no regulations on calling to request money transfers.

Therefore, all phone calls claiming to be from authorities investigating and resolving cases, incidents... and then requesting money transfers into accounts are at risk of being fraudulent appropriation of property.

Therefore, the first thing when receiving fake calls like the above, the listener must control fear. In other words, when we are afraid, we often act irrationally but based on instinct.

When we slow down a beat and stay calm, our mind becomes clearer. At this time, with our understanding and inherent social knowledge, we will be able to analyze whether the caller or texter is a scammer or not.

However, to be able to reach the level of fearlessness, to stay calm in unexpected, sudden situations, requires regular training of the mind.

In particular, you must always absolutely obey the law, avoid doing wrong things that lead to being caught by scammers or simply being "guilty" and being manipulated by scammers.
