The Luong Xa new residential area project is over 9.3 hectares wide, including over 2 hectares of land for housing construction, over 1 hectare of land for sports and physical training, the rest is public land, trees, and commercial services. The population is 984 people. The total cost of implementing the project is over 257 billion VND, of which the construction investment cost is over 224 billion VND, the rest is compensation and site clearance costs. According to the proposal, the selection of project investors will be carried out in the form of bidding.


Deputy Director of the Department of Planning and Investment Nguyen Hai Chau reported at the meeting.

The Provincial People's Committee basically agreed with the content of the proposal of the Department of Planning and Investment on adjusting the investment project to build technical infrastructure for the Chi Linh cultural, sports, commercial and urban center of Truong Linh Housing Development Investment Joint Stock Company, but noted that this was the final adjustment and extension of the implementation time for this project. Standing Vice Chairman of the Provincial People's Committee Luu Van Ban assigned the Department of Transport to seek opinions from the Ministry of Transport regarding the connection of the project's traffic infrastructure with National Highway 37. The Department of Natural Resources and Environment reviewed the structure of land types after adjustment and the investor's responsibility for mineral exploitation. The Department of Construction reviewed, participated in planning, and coordinated with the People's Committee of Chi Linh City to inspect the acceptance of the project's technical infrastructure works. The People's Committee of Chi Linh City reviews the issue of compensation for site clearance, hands over the remaining land area to the investor to continue constructing project items according to the approved schedule, coordinates with the investor to inspect the site, organizes acceptance and handover of completed technical infrastructure works according to regulations. The investor is responsible for focusing on completing all technical infrastructure according to regulations, fulfilling financial obligations to the state.

According to the report of the Department of Planning and Investment, after being selected by the Provincial People's Committee as the investor to implement the project, Truong Linh Housing Development Investment Joint Stock Company coordinated to carry out the following procedures. However, due to the prolonged compensation and site clearance, the project had to be temporarily suspended to collect minerals. During the implementation of the project, the actual construction site had many changes, leading to the need to adjust the detailed construction planning many times, but the investor had not yet organized the project adjustment to serve as a basis for investment and construction. The Department of Planning and Investment proposed that the Provincial People's Committee adjust this project, including adjusting the structure and function of using some types of land; adjusting and supplementing some routes and extending the construction time to complete the entire technical infrastructure system of the project before December 31, 2023.
