Over the past 8 years, with the attention of the Party and the State, the close and effective coordination between the Ministry of Education and Training and relevant ministries and branches in guiding, monitoring and urging the implementation of the project, the efforts of localities, agencies and relevant social organizations, the objectives set out in the project have been basically completed, and the tasks have been carried out on schedule. The awareness of Party committees, authorities and society at all levels about the meaning and importance of promoting learning, promoting talents and building a learning society has changed positively. The work of universalizing education and eliminating illiteracy has been firmly consolidated. All provinces and cities have met the standards for universal primary education level 2 and lower secondary education level 1. Training and fostering of professional skills, expertise, and political theory for cadres, civil servants, public employees, and workers have been enhanced, with 94.2% of cadres and civil servants from the central to district levels being trained to meet the prescribed standards. The network of continuing education facilities continues to be consolidated and rapidly developed in quantity, diversified in models, and activities bring practical results to better meet the learning needs of the people. By December 2020, the country had 17,459 continuing education facilities, including 71 provincial continuing education centers, 619 district-level vocational education-continuing education centers, 10,469 community learning centers, 5,642 foreign language-information technology centers, and 658 life skills education facilities and centers. Educational institutions have promoted distance learning, online learning, and television learning. The implementation of learning models has been carried out flexibly and steadily, receiving the consensus of the people. However, there are still many difficulties and shortcomings in the process of deploying and implementing the project. Awareness of the work of promoting learning, promoting talents, and building a learning society in some localities, agencies, enterprises, schools, and armed forces units is not at the right level. Learning and self-study awareness among the people are not high, the quality of distance learning has not kept up with the development trend of world education.

In the period of 2021-2030, it is necessary to create fundamental changes in building a learning society towards forming an open, flexible and interconnected education system, ensuring that by 2030 all people have equal opportunities to access quality lifelong education; contributing to the successful implementation of the strategic breakthrough in rapidly developing human resources, especially high-quality human resources. To achieve this goal, it is necessary to promote propaganda work, raise awareness of the purpose, meaning, role and benefits of lifelong learning and a learning society for everyone. Strengthen the application of information technology and digital technology in organizing lifelong learning activities. Closely link school education with family education and social education. Develop plans with specific tasks and solutions, close to reality, strengthen direction, inspection and periodic supervision.
