According to the Department of Industry and Trade, the rural commercial infrastructure in the province is currently quite rich and diverse in terms of types of organization and activities, meeting the needs of people to buy, sell and exchange goods.

Currently, most of the markets are solid and semi-solid, the market floors are hardened, the drainage system meets standards, and there is no more flooding during the rainy season. Fire prevention, environmental protection and food safety have been given attention, thus attracting traders and people to participate in business and trading.
In addition, 100% of communes have convenience stores and general stores that meet the evaluation criteria of the Ministry of Industry and Trade.
According to the Master Plan for Trade Development of Hai Duong Province to 2025, with a vision to 2030, the province has 128 rural markets/226 communes. After merging administrative boundaries, the province has 121 rural markets/178 communes.
