Some sections of the Luoc River dike through Hong Phong and Hiep Luc communes (Ninh Giang, Hai Duong) about 5 km long have now degraded, with many potholes, making it difficult for people to travel.
People of Hiep Luc commune (Ninh Giang) hope to soon invest in some roads and schools.
