At a press conference of the Ministry of Information and Communications on the afternoon of September 6, Mr. Le Quang Tu Do, Director of the Department of Radio, Television and Electronic Information, assessed that copyright infringement still occurs frequently on cyberspace, especially in the field of football, such as in major tournaments or matches with the Vietnamese team.
For example, with the English Premier League, after only the first four rounds, authorities discovered 239 illegal websites, of which 39 matches were livestreamed for free through 3,213 links. The site owners mostly took back content from copyrighted units such as K+, FPT, TV360, MyTV.

"When the network operator blocked these illegal websites, they changed IP addresses and domain names very quickly, taking only 5-10 minutes and continued to livestream," said Mr. Do.

According to him, Vietnam is assessed by the Premier League organizers, through domestic partners, as "one of the countries that best protects copyrights". However, he said that in reality, preventing violations "is still not as expected".
Technically, he said blocking is not difficult, but it will require many people to be on duty throughout the game to detect and handle newly created domains. He said this is a "tough battle" and is looking for new technological measures and "blocking" solutions to solve the problem more effectively.
In addition, the owners of illegal football websites will not stop at being administratively handled, but will face higher measures. The Ministry of Information and Communications will coordinate with the Ministry of Public Security to carry out this.
The Department also believes that the problem can be solved from the user side. According to Mr. Do, if people continue to support pirated websites, copyrighted content businesses will suffer losses. "In the past, there were cases where television service providers stopped buying copyrights and the ultimate losers were still consumers," he said.
