On the morning of August 18, at the Eastern Cultural Center (Hai Duong City), the Department of Information and Communications in collaboration with the Institute for Advanced Studies in Mathematics organized a conference to update knowledge on Fintech (financial technology), AI (artificial intelligence), Blockchain (blockchain technology), Cloud (cloud computing technology) for managers and policy makers.

Hai Duong promotes technology application to create high value
Comrade Tran Duc Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee emphasized that Hai Duong promotes the application of digital technology to create high value.
In his welcoming speech, on behalf of the leaders of the Provincial Party Committee, People's Council, and People's Committee, Secretary of the Provincial Party Committee Tran Duc Thang thanked the Institute for Advanced Study in Mathematics for coordinating and supporting the province in organizing the conference.
Referring to the Resolution of the 17th Provincial Party Executive Committee, Resolution 06 on digital transformation as well as the annual Hai Duong Province Digital Transformation Day on March 26, Provincial Party Secretary Tran Duc Thang emphasized that Hai Duong identified a number of key tasks to develop platforms serving digital transformation, prioritizing the application of a number of core technologies that can take shortcuts and have the ability to make strong breakthroughs such as AI, Blockchain, Fintech, Cloud... Thereby creating new management and business models, new products and services of high value.
Under the witness of Provincial Party Secretary Tran Duc Thang and delegates, the Department of Information and Communications of Hai Duong, the standing agency of the Provincial Information Technology Steering Committee, signed a cooperation agreement with the Institute for Advanced Studies in Mathematics, the standing unit coordinating the National Key Program for Mathematics Development.
In recent times, Hai Duong has been gradually building an e-government towards digital government, digital economy and digital society. Gradually applying AI technology, Big data to contribute to the development of the three pillars of digital government, digital economy, digital society to transform the way of operation, direction and management from the traditional model to the digital environment. Hai Duong also continues to strongly improve the investment and business environment to attract large technology enterprises to invest and start up in the province.

According to the announcement of the National Committee on Digital Transformation, in 2022, Hai Duong ranked 13th out of 63 provinces and cities in digital transformation (up 1 place compared to 2021), of which digital government activities ranked 15/63, digital economic activities ranked 7/63, digital social activities ranked 4/63; Online public service portal ranked 4/63 provinces and cities nationwide.
With the mindset of "Digital transformation is a process of comprehensive and comprehensive change at every level of government, every organization, agency, unit and people in all areas of social life", Hai Duong determined that implementing digital transformation is first and foremost about changing awareness. Secretary of the Provincial Party Committee Tran Duc Thang emphasized that the conference is an opportunity to discuss, share opinions, and create new ideas to further exploit the great potential of digital technology in the socio-economic development of Hai Duong. From there, a new vision in implementing digital transformation will be opened, making useful contributions to the fields and industries that agencies and units are managing.
Fintech, AI, Blockchain, Cloud and applications in Hai Duong
Speaking at the event, Professor Ngo Bao Chau said that mathematics will solve many core problems such as big data processing and information security.
At the conference, Professor Ngo Bao Chau emphasized that one of the two missions of the Institute for Advanced Study in Mathematics is to coordinate the national key program on mathematics for the period 2021-2030 with one of the main tasks and solutions being to support the development of mathematical applications, with some core issues such as big data processing, security, information encryption, etc.
According to Professor Ngo Bao Chau, to be able to promote the application of mathematics, we need a modern mathematics education system that still maintains and continues the good tradition of learning mathematics of the Vietnamese people. In addition, we need to have good theoretical researchers and practical engineers who are able to use powerful mathematical tools. From there, we create products that are competitive and highly safe.
Delegates attending the conference listened to speakers introduce and give speeches on Blockchain with digital economy, AI with digital economy, AI application in modernizing digital government, Fintech application and digital payment. Thereby clarifying a number of related issues such as data concentration, data sharing; needs, differences in using AI in enterprises and state agencies; information security on cloud computing platforms; impact of digital technology on the labor market; promoting digital payment as well as experience in developing and applying digital technology in a number of countries around the world.
Some booths introduce digital technology solutions and products
In their presentation, the experts emphasized that they could coordinate with the Department of Information and Communications to research and pilot digital technology applications in Hai Duong in the coming time, such as some of Google's AI products.
In the Q&A section, there were many interesting questions such as what people, especially certain professions, need to do to not be easily replaced by AI; training and retaining high-tech human resources; developing core technology; career orientation...
A female student from New York University (USA) asked about the issue of developing core technology as well as retaining high-tech human resources.
Professor Ngo Bao Chau and experts at the conference said that people in general and the workforce in some professions in particular need to enrich their knowledge base, along with training their self-study ability to be ready to approach and master new technologies. Regarding human resources, Vietnam's education system has changed in a positive direction over the years. However, to retain high-quality human resources and avoid the "brain drain" depends on many factors, including the working environment and development opportunities. Experts believe that Vietnam has more and more professional career opportunities, especially from many large economic groups.
Regarding career orientation, Professor Ngo Bao Chau believes that there is no general formula in education and career guidance. However, in addition to innate ability, the education and training of parents play an important role in their children's success. In addition to helping equip knowledge, parents need to train their children's personality.

At the conference, the Department of Information and Communications of Hai Duong, the standing agency of the Provincial Information Technology Steering Committee, signed a memorandum of understanding on cooperation on digital transformation for the period 2023-2025 with the Institute for Advanced Study in Mathematics, the standing unit coordinating the National Key Program for Mathematics Development. From there, there will be more opportunities to organize activities to promote mathematics, support mathematics education, train and foster talents in mathematics and science in general.
