With nearly 150 teachers and staff, but the budget only provides salary for 54 people, Dong Nai Pedagogical Practice High School requests to be 'autonomous'.
Principal Dau Thanh Vinh said on November 5 that he had sent a document to the Provincial People's Committee, asking for autonomy at the level of "partially covering regular expenses.".
The Pedagogical Practice High School was established in 2014 and is a public school under Dong Nai University. The school currently has 3,300 students, at three levels (Primary, Secondary and High School).
In 2019, Dong Nai province approved the school's staff structure of 154 people, but the budget only guaranteed funding for 54 people (50 permanent teachers, 4 contract teachers). To date, the school has 148 teachers and staff.
According to Mr. Vinh, the school receives 3.6 billion VND from the province each year. Combined with other sources, the revenue is about 11 billion VND. Mr. Vinh calculated that with the basic expenditure level as in public schools in the area, the school would need 24 billion VND. Therefore, in the past, the Pedagogical Practice High School could only organize teaching and learning at a minimum level.
From July 1, the basic salary increased to 2.34 million VND, leading to an increase in allowances, putting pressure on the school's salary fund. Meanwhile, because it is a public school, the school collects tuition fees according to provincial regulations (65-120,000 VND per month), and primary education is free according to the Education Law.
"With the allocated budget, the school will not be able to operate and pay salaries to teachers and workers," said Mr. Vinh. In addition, the school cannot invest in innovation and improve the quality of teaching.

In a meeting with the school earlier this month, the Department of Education and Training concluded that this was wrong and requested that the money be returned to the parents. However, Mr. Vinh affirmed that the amounts were included in the revenue and expenditure plan for the 2022-2025 period, approved by the Provincial People's Committee. The matter has not been resolved because it is still waiting for the opinion of the Department of Finance.

In many localities such as Bac Ninh, Quang Tri, Ho Chi Minh City, Hanoi..., pedagogical practice schools are given autonomy and can charge higher tuition fees than regular public schools. According to Decree 60 of 2021 of the Government, the four levels of autonomy are: self-sufficiency in regular and investment expenses; self-sufficiency in regular expenses; self-sufficiency in part of regular expenses (from 10-under 100%); the rest (under 10%).
