Commune police chief beats man to hospital

Lieutenant Colonel Le Huy Cao, chief of the commune police, beat a man who prevented the police from performing their duties.

According to Phu Rieng District Police, at around 9am on August 9, Binh Son Commune Police received a report of a three-wheeled vehicle - suspected to be evidence of a theft, so they went to the scene to verify. Mr. Dau Ngoc Hoan, 30 years old, admitted that it was his vehicle and did not allow the authorities to take it away without making a report.

Lieutenant Colonel Le Huy Cao kicked Mr. Hoan

In the video that is circulating online, Mr. Hoan is seen sitting on a tricycle. Lieutenant Colonel Le Huy Cao kicks and punches him repeatedly, causing bleeding from his head and ears. The victim is then handcuffed.

Then, Mr. Hoan's family asked the police to remove the handcuffs and take the victim to Binh Phuoc General Hospital. The incident was recorded by local people.

According to a leader of Binh Phuoc Province Police, the Binh Son Commune Police force, while performing their duties, had an offensive action that angered the people. "We are handling the case according to procedure, handling the case to the extent of the mistake, absolutely not covering it up," he said.

Phu Rieng District Police said they had sent a document advising the provincial police leaders to suspend Lieutenant Colonel Cao from work for 2 months to serve the investigation and verification. District police leaders and local authorities visited and encouraged Mr. Hoan and his family.
