At the Ceremony to honor the 2024 Outstanding Graduates, Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong affirmed that attracting and employing talented people is a decisive factor for the sustainable development of the capital.
2024 is the 22nd year that Hanoi has organized the ceremony to honor outstanding valedictorians graduating from universities and academies.
This is an annual program, demonstrating the capital’s regular and deep concern for the cause of education, training and nurturing the young generation. Thereby, it recognizes and commends the learning and training results and the spirit of advancement of Hanoi students.
At the ceremony to honor 100 excellent graduates from universities and academies in 2024, Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong affirmed that attracting and promoting talents is an important factor that determines the sustainable development of the capital. Over the years, Hanoi has always paid attention to nurturing and promoting young talents and high-quality human resources, reaching the aspiration of developing a prosperous and happy country as in the spirit of Resolution 15 of the Politburo on the direction and tasks of developing the capital Hanoi to 2030, with a vision to 2045.
Right from the early days of the founding of the country, beloved President Ho Chi Minh affirmed that “The country needs to be built. Construction requires talented people.” After nearly 80 years of independence and nearly 40 years of renovation, we have seen a Vietnam that “has never had the foundation, potential, position and international prestige like today” and the Capital “has never had the scale, position, stature and development opportunities like now” as affirmed by General Secretary Nguyen Phu Trong.
Over the years, the city has always paid attention to nurturing and promoting young talents and high-quality human resources. The Resolution of the 17th City Party Congress identified one of the three strategic breakthroughs as “Developing human resources, especially high-quality human resources, human resources in social management, economic management, human resources in the cultural and tourism sectors, etc. Building and developing a creative learning ecosystem, an innovative startup ecosystem; attracting and employing domestic and foreign talents, meeting the requirements of sustainable development and international integration”.
In particular, recently at the 7th Session, the 15th National Assembly passed the Capital Law (amended) to build unique, outstanding, and breakthrough mechanisms. In that content, "Attracting and promoting talented people and developing high-quality human resources" is specifically stated with "Prioritizing the development of high-quality human resources, reaching regional and international standards in sectors and fields to meet the requirements and tasks of building, developing, managing, and protecting the Capital in each period."
After 22 years of implementation, the program has recognized a total of 2,256 valedictorians who were recognized and listed in the Golden Book of Excellent Valedictorians of the Capital. After being recognized, many valedictorians have initially achieved success, promoted their youth, aspirations to contribute, and contributed to the development of the Capital and the country.
After being recognized, many valedictorians have become more confident in their expertise and skills, and have achieved many successes, thereby affirming that Hanoi City always considers training and attracting high-quality human resources as one of the important steps, playing a key role in building the capital over the past 70 years. Among them, many valedictorians have been directly recruited into agencies, units, and organizations at home and abroad.

As the valedictorian of Hanoi in 2004, Professor-PhD Nguyen Khanh Dieu Hong, Principal of Vietnam TH School System, Director of the Institute for Human Resource Training Research, Vietnam Union of Science and Technology Associations, believes that any title comes with great responsibility, especially responsibility to oneself and to the place that has given one that title.

In every step of the way, when she succeeds in a certain field, she always remembers that day, always telling herself to learn to continue moving forward.
Associate Professor, Dr. Bui Anh Tuan, Party Secretary and Rector of Foreign Trade University, highly appreciated the policy of valuing talents in construction and development, attracting human resources to work and contribute to the Capital. Over the years, Foreign Trade University has had many policies to train, foster, value talents and promote their abilities.
Excellent graduates are specially retained and trained for 3 years to become lecturers, meeting the human resource needs of Hanoi and the whole country.
Professor, Doctor, Doctor Le Thi Huong, former Director of the Institute of Preventive Medicine and Public Health, Hanoi Medical University, highly appreciated Associate Professor, Doctor Tran Xuan Bach, the 2006 Valedictorian of Hanoi Medical University, who has worked for more than 15 years at Hanoi Medical University, Institute of Preventive Medicine and Public Health.
After graduating, staying at the school, Associate Professor-PhD Tran Xuan Bach tried very hard to complete the PhD program that perhaps no one in history has achieved (from bachelor to PhD in just 3 years). Following in the footsteps of previous Valedictorians, many excellent Valedictorians graduating from universities and academies in 2024 also have their own plans and ambitions. Valedictorian Tran Minh Hieu (graduated in General Accounting, University of Transport), expressed his pride in contributing to building a generation of young, dynamic students.
“In the future, I want to continue developing my career in the field of auditing or financial analysis and plan to pursue international professional certificates such as ACCA to improve my knowledge.
In the next 5 years, my goal is not only to develop my personal career but also to actively contribute to the development of the finance and accounting industry and the overall development of my hometown and country," Valedictorian Tran Minh Hieu confided.
Similarly, Valedictorian Chu Hong Ngoc (Hanoi Medical University) shared: “I will continue my graduate studies and hope to return to school as a lecturer in the future, to spread my ambition and enthusiasm to the next generation.”
Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong said that the valedictorians honored represent a generation of enthusiastic, dynamic young intellectuals who actively participate in community activities.
