Rediscover the hustle and bustle of ancient Pho Hien

Pho Hien (Hung Yen) used to be a famous ancient trading port of Vietnam, an urban area stretching along the left bank of the Red River, famous in the folk song "First the capital, second Pho Hien".

Determined to regain the image of a bustling and bustling Pho Hien in the past, the People's Council of Hung Yen province approved the project to build a road connecting cultural heritage, tourism and economic development along the Red River, with a total investment of more than 9,000 billion VND and considered it a breakthrough in the province's socio-economic development.

Mr. Tran Minh Hai, Director of the Department of Transport of Hung Yen province, said that recently, Hung Yen province has invited interested investors who have the desire to invest in the project of building and restoring the ancient Pho Hien into a large-scale, synchronous and unique historical and cultural tourist area of ​​national and international stature, aiming towards a world cultural heritage.

To support investors in implementing the project of building and restoring the ancient Pho Hien, the province has directed the Department of Transport to review and study the pre-feasibility report of the project to build a route connecting cultural heritage and tourism to develop the economy along the Red River. However, the process of researching and preparing the pre-feasibility report of the project encountered many difficulties in terms of institutions, mechanisms, policies, and operations. Faced with these difficulties, the province has researched and proposed that the Government, central ministries, branches, relevant agencies and units join hands to resolve them.

In addition to efforts to implement steps in the appraisal and approval process, on July 6, 2023, the Provincial People's Council issued Resolution No. 368/NQ-HDND approving the investment policy of the Project to build a road connecting cultural heritage and tourism to develop the economy along the Red River. Accordingly, the project has a total investment of 9,275 billion VND, passing through Van Giang, Khoai Chau, Kim Dong districts and Hung Yen city. The project implementation period is from 2023 to 2027.

The route connecting cultural heritage, tourism and economic development along the Red River starts at Km0+000, the border of Hung Yen province and Hanoi at Km76+984 on DT.378 road (Red River dike), Xuan Quan commune, Van Giang district; the end point is about Km55+680, intersecting the left dike of the Red River at Km133+500, Tan Hung commune, Hung Yen city. The total length of the route is nearly 56 km.

On the route, it is planned to build 2 overpasses across the irrigation canal at Lien Nghia Pumping Station, Nghi Xuyen Pumping Station and Nghi Xuyen Bridge suitable for the scale of crossing rivers and irrigation canals. The design of intersections ensures compliance with planning, traffic safety and traffic capacity through intersections. The median strip is bordered by curbs and planted with trees to create landscape on the median strip. The median strip is opened at planned locations with large cross-roads and turning points in urban areas. The sections through urban areas will have sidewalks on both sides, each side 5.0m wide. The sidewalks will be paved with stone or brick, and underground works (rainwater drainage pipes, water supply, electricity supply) will be arranged below. Along both sides of the sidewalks, tree planting holes will be arranged with an average distance between holes of 8.0m.

Mr. Tran Minh Hai said that immediately after the Resolution of the Provincial People's Council, the Department of Transport coordinated with relevant departments, branches and localities where the project passed to urgently take the next steps to soon put the project into implementation. At the same time, the Provincial People's Committee has sent a document reporting to relevant ministries and branches to review and appraise the project.

Currently, the Department is selecting a consulting contractor to prepare a feasibility study report for the project to build a road connecting cultural heritage and tourism to develop the economy along the Red River. During the process of preparing the report, based on the comments of the central ministries, branches and the province, the Department will coordinate with the relevant departments, branches, localities and consulting units to calculate the necessity, feasibility and effectiveness of the investment in the project.

Standing Vice Chairman of Hung Yen Provincial People's Committee Nguyen Le Huy affirmed that the construction of the road connecting cultural heritage and tourism to develop the economy along the Red River aims to complete the essential transport infrastructure of Hung Yen province in particular and the region in general according to the approved planning. The project will increase the demand for transporting goods and traveling of people and exploit the land fund along both sides of the route, develop and form industrial clusters, urban areas, tourist service areas... to attract investment in the districts of Van Giang, Khoai Chau, Kim Dong and Hung Yen city.

"When the project comes into operation, it will form a regional connecting route connecting cultural and spiritual heritage works along the Red River along the Thang Long - Pho Hien - Tam Chuc - Bai Dinh - Chua Huong axis, connecting traffic in the Hanoi - Hung Yen - Ha Nam - Ninh Binh region. This is a breakthrough in developing transport infrastructure according to the Resolution of the 19th Hung Yen Provincial Party Congress", Mr. Nguyen Le Huy emphasized.
