On November 10, the Ministry of Education and Training held an online conference with the Departments of Education and Training on implementing tasks for the 2022-2023 school year, with nearly 500 connecting points in 63 provinces and cities.

Speaking at the conference, Deputy Minister of Education and Training Nguyen Huu Do commented that up to this point, the school year plan has been taking place in quite favorable conditions and is on track. The entire sector has been proactively, systematically, scientifically, and seriously implementing the 2022-2023 school year plan. However, there are still certain limitations such as lack of teachers, lack of facilities, teaching equipment; some issues related to expertise, organization of teaching and learning at schools, financial revenue and expenditure, school culture, etc.
The Deputy Minister suggested that the Departments of Education and Training need to consistently implement the 2018 General Education Program in the best way. This means being proactive, deeply understanding the nature of the new Program; finding the differences between the current program and the new Program to have the best implementation method.
Along with that, teaching and learning in schools must aim for real quality. One of the principles of the new program is to implement it fully and seriously, without cutting corners. Subjects are compulsory and must be taught in full periods so as not to disadvantage students.
The Deputy Minister also noted that it is necessary to strengthen and focus on the role of ethics and civic education subjects to reduce school violence, raise awareness of school culture, and strengthen the relationship between teachers and students. Only then can education quality be improved.
Regarding the teaching staff, it is necessary to continue to consult and propose to have enough quotas, focus on motivating teachers and reducing the workload for teachers in the teaching and learning process. Strengthen training, fostering, and professional group activities to improve the expertise of teachers in the school.
In addition, Deputy Minister Nguyen Huu Do emphasized that asset management and financial revenue and expenditure must be implemented seriously and in accordance with regulations, especially Circular 55 promulgating the Charter of the Parents' Representative Board and Circular 16 regulating funding for educational institutions in the national education system.
At the conference, the Director of the Department of Secondary Education and the Director of the Department of Primary Education reported on the preliminary assessment of the implementation results of the school year's tasks in localities up to this point.
Accordingly, the current school education plan basically meets the requirements, is suitable for the conditions of the teaching staff, facilities, teaching equipment, requirements for innovation of general education programs and textbooks. The plan to implement the program of subjects and educational activities is built by the schools to ensure the time specified in the program and arrange teaching in each semester in a reasonable and scientific manner.
The construction of the 4-subject elective combination and the elective study topics in grade 10 has initially ensured the requirements, both meeting the wishes of students and fully and effectively utilizing the school's teaching staff. Localities and educational institutions have organized consultations and allowed students to register and choose the combinations built by the school to ensure scientific, public and transparent.
The development of a basic lesson plan ensures the requirements for teaching methods, techniques, testing, evaluation, teaching equipment and learning materials, aiming to develop the qualities and abilities of students in the teaching and learning process. Effectively implement forms and methods of testing, evaluation, regular evaluation and periodic evaluation in the direction of developing students' qualities and abilities.
However, during the implementation process, the 2018 General Education Program still encountered some difficulties such as lack of specialized teachers for some new subjects, arranging subject timetables, educational activities still mainly following old habits, some localities were slow in evaluating documents...
From the actual implementation in the locality, representatives of many Departments of Education and Training mentioned the advantages as well as difficulties in the process of implementing the new Program.
Deputy Director of the Department of Education and Training of Nghe An province, Vo Van Mai, said: Regarding the assignment of teaching hours, Nghe An arranges teachers, especially for new subjects, to ensure the logic of educational content and the closeness to the teachers' expertise. Regarding testing and evaluation, if the subject or educational activity has the participation of many teachers, there will be coordination between those teachers, assigning one person to the student's report card, grade book and completing the student's profile at the end of the semester and the end of the school year.
To avoid the situation where teachers are mechanical and follow their habits when developing educational plans and lesson plans, Mr. Vo Van Mai proposed that the Ministry of Education and Training organize professional activities and training sessions for experts and key staff to focus on exchanging and sharing on a specific educational plan of a school, a subject, a teaching hour, helping the facility to implement more effectively.
Deputy Director of the Department of Education and Training of Ca Mau Le Hoang Du also hopes that the Ministry of Education and Training will increase the organization of training on a number of important topics, especially the development of educational plans, assessment and evaluation, professional group activities, experiential activities, etc. Along with that, it is necessary to exchange and remove some bottlenecks and difficulties in issuing local educational documents, supporting common subjects in the current general education program.
