Prime Minister calls for faster action to respond to climate change

Prime Minister Pham Minh Chinh stressed that climate change and natural disasters are becoming increasingly complex, causing dire consequences. Therefore, we need to act more quickly to respond to climate change, including implementing commitments to reduce emissions.

On the morning of October 2, at the Government headquarters, Prime Minister Pham Minh Chinh, Head of the National Steering Committee for the Implementation of Vietnam's Commitments at COP26 (COP26 Steering Committee) chaired the 5th Meeting of the Steering Committee.

Also attending were Deputy Prime Minister Tran Hong Ha, Deputy Head of the Steering Committee and leaders of ministries, branches and central agencies.

In his opening remarks, Prime Minister Pham Minh Chinh stressed that the meeting took place in the context of the country's efforts to overcome the consequences of storm No. 3, climate change, and increasingly complex natural disasters causing dire consequences. Therefore, it is necessary to act more quickly to respond to climate change, including implementing commitments on emission reduction.

After COP26, Vietnam established the COP26 Steering Committee and implemented Vietnam's commitments at COP26. The members of the Steering Committee actively carried out their tasks and achieved many positive results. Vietnam's international commitments have been legalized. The action program and many programs, projects and proposals to implement Vietnam's commitments at COP26 have been developed and implemented. However, compared to the needs and actual developments, more drastic actions are needed.

The Prime Minister affirmed that the current situation further confirms that green development is an inevitable trend and that the implementation of the commitment to reduce emissions requires "high determination, great efforts, drastic actions, focus, and key points", assigning "clear people, clear work, clear responsibilities, clear time, clear products" to carry out tasks in the coming time with higher efficiency, combining national strength, the strength of the times, making efforts to respond to climate change, reducing greenhouse gas emissions towards net emissions of "0", protecting the environment, developing the country rapidly and sustainably to firmly enter a new era, an era of national growth.

Realizing Vietnam's commitment at COP26 requires mobilizing all resources, the entire society and people to participate, connecting, mobilizing resources, experiences and promoting international cooperation to overcome difficulties and challenges.

At this meeting, the Prime Minister requested the members of the Steering Committee to focus on assessing the implementation of Vietnam's commitments at COP26, especially the results of the implementation of the tasks set out at the 4th Session of the Steering Committee, the results of the implementation of JETP (Agreement on Just Energy Transition) and AZEC (Asian Net Zero Emission Community)...

Along with assessing what has been done and what has not been done; difficulties and obstacles; objective and subjective causes; it is necessary to propose tasks and solutions in the coming time to effectively implement commitments at COP26, especially giving opinions on amending the legal framework to facilitate investment from businesses and international organizations in energy transition.

The Prime Minister requested the members of the Steering Committee to focus on assessing the implementation of Vietnam's commitments at COP26.

According to the Steering Committee's report, since the 4th Session, the Government and the Prime Minister have issued many mechanisms, policies, strategies, plans, and specific projects to implement Vietnam's commitments at COP26.

The Government has submitted to the National Assembly for approval the National Marine Spatial Planning; issued a Decree regulating the mechanism for direct electricity purchase and sale, the mechanism for adjusting average retail electricity prices and electricity price frameworks, and the mechanism for encouraging rooftop solar power... to promote the development of renewable energy and clean energy in the medium and long term.

The Prime Minister has approved the Hydrogen Energy Development Strategy; National Energy Development Strategy; Vietnam Automobile Industry Development Strategy; National Energy Master Plan; Plan for implementing the Power Plan VIII; National Action Plan for implementing the Glasgow Declaration on Forests and Land Use; National Action Plan for Transforming a Transparent, Responsible and Sustainable Food System; JETP Implementation Project and announced the Resource Mobilization Plan for JETP Implementation at COP28; Project for Sustainable Development of One Million Hectares of High-Quality and Low-Emission Rice Cultivation in the Mekong Delta; Project for Improving Forest Quality to Preserve Forest Ecosystems and Prevent and Combat Natural Disasters; Project for Developing the Multi-Use Value of Forest Ecosystems.

The Prime Minister has issued: List of important national programs, works and projects, key energy sector; list of key energy-using facilities; list of greenhouse gas emission facilities that must conduct greenhouse gas inventories; issued a directive on strengthening carbon credit management...

Government leaders and leaders of ministries and sectors have worked with many international partners to promote access to financial and technological resources, open up many opportunities for development cooperation, move towards low-carbon growth and promote a fair energy transition.

Ministries, branches and agencies have actively participated in implementing many tasks and solutions from perfecting institutions and policies to implementing specific projects and achieving many results since the 4th meeting of the Steering Committee.

To implement the commitment at COP26, domestic and international banking organizations in Vietnam have accompanied the Government, actively participating in implementing many services and products along with green credit packages and green loans to serve green transformation and equitable energy transition.

State-owned corporations have taken the lead in researching and developing new energy sources, implementing green transformation; promoting digital transformation and green transformation in management and operation activities, saving energy and raw materials, and reducing greenhouse gas emissions.

Provinces and cities continue to organize and implement tasks and solutions to reduce greenhouse gas emissions, gradually realizing the commitment to net zero emissions by 2050. Localities have urged businesses to conduct greenhouse gas inventories, reduce emissions, develop waste-to-energy plants; develop energy-saving public lighting systems. Some major cities have widely developed electric bus routes and public bicycle networks. Some localities have been promoting participation in programs and projects to exchange results of reducing forest carbon emissions.

Regarding the implementation of JETP and the AZEC Initiative, it has been actively deployed. In which, the Plan for mobilizing resources to implement JETP was developed and announced by the Prime Minister at the COP28 Conference, proposing 37 investment projects already in the programs and plans; 181 investment projects proposed to call for funding; 61 projects/groups of technical assistance projects proposed by domestic and international partners; 10 groups of project ideas proposed by the IPG Group and the Glasgow Finance Alliance for Net Zero Emissions (GFANZ).

To implement AZEC, ministries and sectors have coordinated with the Japanese side to propose Working Groups to promote the implementation of AZEC and green transformation to promote public-private cooperation between Japan and Vietnam; and coordinated with the Japan Bank for International Cooperation (JBIC) to propose the Platform to promote AZEC-Green Transformation projects. The Japanese side has proposed 82 energy projects in groups and is actively working with agencies under the Ministry of Industry and Trade...
