According to Decree No. 116 amending and supplementing a number of regulations on recruitment, use and management of civil servants, there are 3 cases of exemption from foreign language exams when recruiting civil servants.
Hai Duong organized the first civil servant recruitment exam for state administrative agencies together with the Party bloc, with 48 quotas.

According to the Department of Home Affairs of Hai Duong province, this year, state administrative agencies; agencies of the Party, the Fatherland Front and socio-political organizations of the province will recruit 48 civil servants. The exam is scheduled for early October 2024.
