The emulation movement "Cadres, civil servants and public employees compete to practice office culture" launched by the Prime Minister in May 2019 has achieved many positive results.
Emulating the implementation of office culture contributes to improving the spirit and service attitude of officials and civil servants at the "one-stop" department of Hai Tan ward.
Agencies, units and localities in the province have paid attention to implementing this movement, helping to improve the responsibility, work efficiency and behavioral culture of cadres, civil servants and public employees.
Many good models
In 2021 and 2022, Tan Hong Commune People's Committee continuously led Binh Giang district in the Administrative Reform Index of communes and towns. Tan Hong Commune People's Committee is also one of 150 agencies, units and enterprises that have achieved cultural standards for 5 consecutive years, period 2018 - 2022. This result is partly contributed by the emulation movement to build office culture. Specifically, the commune launched the emulation movement to all organizations, regularly mobilizing cadres, civil servants and people to respond. The locality applies the model of a "one-stop" department to handle administrative procedures in a civilized, friendly and professional manner. The "one-stop" department is invested in spacious and modern. When coming to handle administrative procedures, people are received by cadres and civil servants, and their work is handled thoughtfully and civilly.
For many years, the Department of Transport has always been one of the leading units in implementing office culture. The Department has effectively implemented the model of "Smoke-free agency" since 2011. For many years, the Department of Transport has also applied the model of "Receiving, registering and resolving paperless administrative procedure records", "No drinking alcohol or beer at noon, during working hours"... In particular, the model of "Receiving, registering and resolving paperless administrative procedure records" has contributed to helping the unit always lead the provincial departments and branches in administrative reform.

Present at the "one-stop" department of Hai Tan Ward People's Committee (Hai Duong City), we saw many civil servants enthusiastically guiding people to handle administrative procedures. Mr. Nguyen Ngoc Thai (in Hai Tan Ward) said that before his turn, he was instructed by the office staff to wait in the waiting area, which had tables, chairs and drinks. When receiving his documents, the civil status - judicial officer said "sorry" with the reason that at the beginning of the week, many citizens came to handle administrative procedures, making him wait... Ms. Nguyen Thi Tuoi, Vice Chairman of Hai Tan Ward People's Committee, said that in response to the emulation movement to build office culture, the ward has chosen the content of strengthening discipline, order, raising the sense of responsibility of cadres and civil servants, practicing a civilized lifestyle, building cultural agencies and units as one of the breakthrough tasks. The ward has developed a set of general cultural criteria for cadres and civil servants and specific criteria for each department and field. 100% of cadres, party members, civil servants and workers signed a commitment to implement the movement.
The Provincial Military Command always pays attention to developing a reading culture among officers and soldiers of the agency.
Implementing Plan 3139/KH-UBND dated September 10, 2019 of the Provincial People's Committee on organizing the implementation of the emulation movement "Cadres, civil servants and public employees of Hai Duong province compete to implement office culture" for the period 2019-2025, agencies, units and localities in the province have developed and issued regulations on office culture associated with professional tasks and specific work; have sanctions for violations, specific rewards for cadres, civil servants and public employees and link this movement with the movement "All people build a cultural life at the grassroots level", Directive No. 05 of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle.
After nearly 4 years of implementation, many agencies, units and localities have had good and creative ways of doing things. Many movements and models have had a widespread effect. Typically, Chi Linh City, Cam Giang District, and the Department of Transport have implemented an emulation movement with the theme "Strengthening discipline, order, raising the sense of responsibility of cadres and civil servants, implementing a civilized lifestyle, building cultural agencies and units"; Gia Loc District with the theme "Building a friendly government in Gia Loc District, period 2021-2025"; the provincial armed forces with the theme "Cadres and soldiers of the armed forces of Hai Duong province compete to implement office culture, worthy of Uncle Ho's soldiers"...
According to the Provincial Emulation and Reward Committee, the emulation movement to implement office culture has contributed to raising awareness and responsibility of Party committees, localities, agencies and units in building and implementing office culture, contributing to building a team of cadres, civil servants, public employees and workers with a culture of behavior and a sense of responsibility, dynamism and creativity in performing tasks. Through the movement, hundreds of collectives and individuals have been commended and rewarded each year. By the end of 2022, the whole province had 86% of agencies, units and enterprises meeting cultural standards, of which many agencies, units and enterprises have met cultural standards for 5 consecutive years.
