What is an ecological industrial park?

Linh Trung 1 Export Processing Zone (Ho Chi Minh City) is one of the first ecological industrial parks in Vietnam.

According to Clause 5, Article 2 of Decree 35/2022/ND-CP, an eco-industrial park is an enterprise in an industrial park that participates in cleaner production activities and uses resources efficiently to form a community aiming at environmental protection.

Our country has nearly 300 industrial parks and export processing zones, but so far only a few industrial parks and export processing zones in the South operate according to the ecological industrial park model such as Linh Trung 1 export processing zone (Ho Chi Minh City) and Nhon Trach 2 industrial park (Dong Nai).

The criteria for determining ecological industrial parks are as follows:

- Investors implementing investment projects to build and operate industrial park infrastructure must meet the following criteria:

+ Comply with the provisions of the law on investment, law on enterprises; law on construction, land, environmental protection, and labor within 3 years before the time of registration for certification of ecological industrial parks;

+ Develop and implement a mechanism to coordinate input and output monitoring of the use of raw materials, materials, water, energy, chemicals, waste and scrap in industrial parks; prepare annual periodic reports on the results achieved in efficient use of resources, cleaner production and monitoring of emissions in industrial parks;

+ Annually, publish a report on environmental protection and social responsibility to the surrounding community to the Industrial Park Management Board and post it on the company's website.

- Enterprises in industrial parks must meet the following criteria:

+ Carry out at least 1 industrial symbiosis activity and enterprises participating in industrial symbiosis in the industrial park apply production and environmental management systems according to appropriate International Organization for Standardization (ISO) standards;

+ At least 20% of enterprises in industrial parks apply solutions to effectively use resources and produce cleaner products, achieving results in saving raw materials, materials, water, energy, chemicals, waste, scrap and reducing emissions to the environment...

- The minimum ratio of total land area for trees, traffic, technical areas and shared social infrastructure in the industrial park must reach 25% of the industrial park construction planning approved by competent state agencies according to national technical regulations on construction planning...
