General Phan Van Giang noted that agencies and units must seriously and fully implement the Government's Decrees on the rearrangement of public assets and the Ministry of National Defense's directives on handling defense houses and land.
On September 7, in Hanoi, the Ministry of National Defense held a conference to report on the results of the implementation of the plan to rearrange and handle national defense houses and land according to Decree No. 167/2017/ND-CP and Decree No. 67/2021/ND-CP on rearrangement and handling of public assets.
Speaking at the Conference, General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense, reminded agencies and units to seriously and fully implement the Government's Decrees on rearranging and handling public assets; the Ministry of National Defense's directives on rearranging and handling defense houses and land, and proactively speed up the implementation progress.
During the implementation process, with difficulties and problems arising in the mechanism, agencies and units synthesize and report to propose amendments to Decree No. 167/2017/ND-CP and Decree No. 67/2021/ND-CP under the direction of the Prime Minister.
Minister Phan Van Giang basically agreed with the proposal on the implementation plan of the General Department of Logistics, accordingly, striving to complete the plan for rearranging and handling defense houses and land for the houses and land facilities agreed upon by the Ministry of National Defense, localities and the Ministry of Finance by the end of 2024; at the same time, complete the records and procedures of the houses and land facilities that are still stuck; in 2025, continue to implement for the remaining houses and land facilities.
In addition, the Minister of National Defense requested to urgently complete Steering Committee 167 from the Ministry of National Defense level to military regions, military branches, army corps, and the Hanoi Capital Command; assign specific and clear tasks to each member of the Steering Committee; and develop strict regulations.
Steering Committee 167 of the Ministry of National Defense coordinates with functional agencies of the Ministry of National Defense and works with functional agencies of the Ministry of Finance to remove difficulties and obstacles and speed up the progress in rearranging and handling houses and land.
Minister Phan Van Giang assigned the General Staff of the Vietnam People's Army to direct the Department of Operations to guide units and promptly update defense housing and land facilities in the defense land use planning for the 2021-2030 period, with a vision to 2050; direct relevant agencies and units to speed up the rearrangement and handling of defense housing and land facilities that are special assets, and report to the Ministry of National Defense for submission to the Prime Minister for approval.
The Department of Economics (Ministry of National Defense) needs to speed up the review and synthesis of plans to rearrange and handle houses and land of military enterprises subject to equitization and divestment, and promptly report to the Ministry of National Defense for submission to the Prime Minister for approval.
Military regions and the Hanoi Capital Command work with localities to resolve difficulties and direct units to complete records and procedures for remaining housing and land facilities as a basis for developing plans for rearrangement and handling; complete implementation in 2024, promptly report to the Ministry of National Defense on matters beyond its authority for resolution.
