In 2024, the Department of Land Resources Planning and Development (Ministry of Natural Resources and Environment) will focus on perfecting institutions to create breakthroughs in promoting the liberation of natural resources, developing production and business, solving social issues, and protecting the environment for sustainable development.
The Department of Land Resources Planning and Development also focuses resources on completing the Draft Land Law (amended) to submit to the Government for submission to the National Assembly for approval at the nearest session; directing and guiding localities to complete and submit for approval the 5-year provincial land use plan; organizing the implementation of "Adjusting land use planning to 2030 and making a 5-year land use plan 2026-2030 at the national level."
Along with that, the Ministry of Natural Resources and Environment maintains and strives to improve the satisfaction index of people and businesses with land procedures by 2-3%. In particular, improving the land access index; standardizing electronic processes, providing full online public services for essential procedures on registration for granting Certificates when exercising rights.
Mr. Dao Trung Chinh, Director of the Department of Planning and Land Resources Development, said that the Department will complete the National Land Use Strategy with a long-term vision to 2045; organize inspections of planning management and land use plans according to Resolution No. 39/2021/QH15 and the direction of the Prime Minister; direct and guide localities to remove difficulties and obstacles in land allocation, land lease and change of land use purpose to implement works and projects according to the provisions of the Land Law and guiding documents for implementation...
The Department of Planning and Land Resources Development organizes the implementation of the Prime Minister's direction to continue to resolutely implement solutions to promote the safe, healthy and sustainable development of the real estate market.
The Department established specialized Working Groups to urge and guide localities, especially in large cities such as Hanoi, Ho Chi Minh City, Da Nang, etc., to resolve problems related to land allocation, land lease, land price determination, planning, and annual land use plans; to review and promptly handle problems within its authority; to strengthen inspection and examination of the settlement of procedures for land price determination for real estate projects, promptly detect and resolutely handle cases that cause difficulties and troubles, etc.
In 2023, the results of building a land database nationwide have had positive changes. Many localities have gradually put the land database into effective and transparent management, operation, exploitation, shortening the time to carry out administrative procedures, connecting electronically with relevant agencies, creating favorable conditions for people and businesses in the process of carrying out administrative procedures on land.
The work of surveying, mapping, declaring and registering land, issuing certificates and building a land database has achieved encouraging results. The whole country has issued more than 44 million land use right certificates, the area of issued certificates has reached over 23.6 million hectares, accounting for about 97.6% of the area required to be issued.
63/63 provinces and cities have connected and shared with the national population database, including data from 461/705 district-level units and 6,198/10,599 commune-level units; 34/63 provinces and cities have connected and linked local land databases with the local electronic one-stop system.
