Prime Minister Pham Minh Chinh has just signed Directive No. 06/CT-TTg dated March 10, 2025 on key tasks and solutions to proactively, flexibly, promptly, appropriately and effectively adapt to the world and regional situation in order to achieve growth targets, maintain macroeconomic stability, curb inflation, and ensure major balances of the economy in 2025 and the following years.
Accordingly, in order to proactively, flexibly, promptly, appropriately and effectively adapt to the world and regional situation in the coming time, overcome challenges, seize opportunities, continue to maintain a peaceful and stable environment, a favorable foreign situation, maximize external resources for the country's growth and development, contribute to the successful implementation of the growth targets for 2025, thereby creating a solid foundation to achieve a double-digit growth rate in the period of 2026 - 2030, the Prime Minister requested ministers, heads of ministerial-level agencies, government agencies, and chairmen of People's Committees of provinces and centrally run cities, according to their assigned functions, tasks, powers, scopes and areas of state management, to tighten discipline and administrative discipline, promote responsibility for implementation, thoroughly grasp, and synchronously and effectively implement tasks and solutions for socio-economic development according to the conclusions of the Central Committee, the Politburo, key leaders, and resolutions. of the National Assembly, the Government, the direction of the Prime Minister, especially in Resolution No. 01/NQ-CP and 02/NQ-CP dated January 8, 2025, Resolution No. 25/NQ-CP dated February 5, 2025 of the Government, Directive No. 05/CT-TTg dated March 1, 2025, Telegram No. 22/CD-TTg dated March 9, 2025 of the Prime Minister, in the spirit of "respecting time, promoting intelligence, decisiveness, timeliness", "strengthening awareness, perseverance in goals, determination in action, creativity in implementation, efficiency in management".
Regarding the goal: Prioritize strongly promoting rapid and sustainable economic growth, achieving the GDP growth target of at least 8% in 2025 and striving for double digits in the following years, associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy, rapid and sustainable development, ensuring progress, fairness and social security; preserving a bright, green, clean and beautiful environment.
Enhance the competitiveness, transparency, openness, attractiveness, self-reliance, proactiveness and creativity of the economy to adapt flexibly and effectively to changes in the world and regional situation; promote multilateralization and diversification of export markets; diversify products and supply chains; promote new growth drivers to diversify development drivers.
Continue to strongly, substantially and effectively promote economic, trade and investment cooperation with partners, especially neighboring countries, major countries, traditional friends, comprehensive strategic partners, strategic partners and comprehensive partners; have proactive and effective solutions to balance trade with major trade partners, promote the signing of trade agreements and investment protection agreements, contributing to the establishment, consolidation and promotion of stable, sustainable and long-term economic, trade and investment relations between Vietnam and other countries.
Regarding the implementation motto, the directive clearly states that it is necessary to ensure the highest national and ethnic interests, best serve development goals, protect sovereignty and security, and enhance the country's position in the spirit of actively, proactively and flexibly adapting effectively to situations arising early and from afar, and not being passive or surprised in any situation.
Calmly, proactively, persistently, and flexibly carry out political, diplomatic, economic, trade, and investment measures in many ways and forms to enhance dialogue and promote cooperation with other countries in the spirit of "harmonious interests and shared risks".
Prioritize the timely, effective and thorough resolution of issues of concern to partners, especially specific programs and projects; demonstrate Vietnam's understanding, goodwill, open-mindedness, sincerity, determination and effectiveness in taking action and implementing agreements and commitments to strengthen trust with partners.
In the process of construction and implementation, it is necessary to calculate comprehensively and reasonably the subjects, levels and scope of economic, trade and investment issues that can be exchanged on the basis of fair and reciprocal trade, harmoniously and satisfactorily meeting the legitimate and legal rights and interests of the parties.
Regarding the orientation of a number of key tasks and solutions, the Prime Minister requested the Ministry of Foreign Affairs to take the lead in coordinating with relevant agencies to proactively promote political-diplomatic, economic, trade, investment, financial-banking, defense-security measures to continue building, consolidating and enhancing good relations with countries, especially major countries and comprehensive strategic partners on the basis of trust, sincerity and harmony of interests.
Focus on proactively and urgently promoting high-level visits and diverse and flexible forms of exchange and contact at all levels and channels.
Create a favorable environment for enhancing more effective cooperation in all areas, especially in economics, trade, investment, science and technology, innovation, digital transformation, green transformation... Urgently complete the project and report to competent authorities for consideration and decision.
The Ministry of Industry and Trade shall preside over and coordinate with relevant ministries and agencies to urgently complete the Action Plan on a harmonious and sustainable trade balance with major partners, taking into account the complementary nature of the trade structure between Vietnam and other countries instead of direct competition; report to the Prime Minister before March 12, 2025 for immediate implementation in March.
Continue to urgently and synchronously implement solutions to diversify markets and export products, promote trade promotion; effectively exploit signed free trade agreements (FTAs), promote the signing of new FTAs with potential markets (Middle East, Africa, Latin America, Central Asia, India, Brazil, etc.). Continue to advocate and encourage countries to soon remove restrictions and controls on high-tech exports; recognize Vietnam's market economy status.
Improve capacity and control the origin of goods to minimize the impact of foreign investment flows with signs of unhealthy or tax evasion that may affect our country's reputation; increase the effectiveness of market management activities, fight against smuggling and trade fraud; protect and strictly enforce intellectual property rights, and avoid copyright infringement.
Proactively research and propose solutions to support industries and businesses in responding to trade defense lawsuits and adapting to new technical barriers from export partners to promote sustainable exports.
Prime Minister assigned the Ministry of Finance Take the lead in coordinating with relevant agencies to review the taxes currently applied to countries, especially those with strategic partnerships/comprehensive strategic partnerships with Vietnam, including the United States, in the spirit of ensuring harmony and balance of interests; urgently submit to the Government the amendment of Decree 26/2023/ND-CP dated May 31, 2023 to adjust tax rates on a number of groups of goods to ensure harmony, reasonableness, and benefits for both sides according to simplified procedures, to be completed in March.
Continue to expand and promote the mechanism of the Working Group working with strategic investors, research and effectively implement the development of the "National Investment One-Stop Portal", and report to the Prime Minister in April 2025.
Prime Minister requests State Bank of Vietnam Urgently develop appropriate plans and measures to resolve issues related to cooperation with partners in payment and currency; apply balanced, reasonable and harmonious measures.
The Ministry of Agriculture and Environment shall proactively develop a cooperation project on potential areas such as exploitation and effective use of natural resources, minerals, agriculture, etc. with partners; promote further opening of each other's markets for products of both sides' strengths and needs, meeting the interests of consumers and the interests of all parties, and report to the Prime Minister in the second quarter of 2025.
The Ministry of Science and Technology and the Ministry of Foreign Affairs closely follow the guidelines, policies and guidelines in Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation to strongly promote cooperation with major partners, comprehensive strategic partners with scientific and technological qualifications, digital transformation development, especially in the fields of high technology, semiconductors, artificial intelligence, cloud computing, Internet of Things, etc.; promptly handle partners' concerns related to law enforcement on intellectual property rights protection; ensure effective implementation of Resolution No. 03/NQ-CP dated January 9, 2025 of the Government on the Action Program to implement Resolution No. 57-NQ/TW of the Politburo.
Relevant ministries, agencies and localities, according to their assigned functions and tasks, focus on effectively resolving programs and projects that are facing difficulties and obstacles with partners, especially large programs and projects that partners are particularly interested in and that are suitable to Vietnam's needs; continue to create favorable conditions for foreign enterprises to expand investment, shift and maintain supply chains in Vietnam, and promote the increasingly deeper participation of Vietnamese enterprises in global production and supply chains.
The Ministry of Foreign Affairs, the Ministry of Home Affairs, and the Ministry of Public Security, according to their functions, tasks, and authority, focus on thoroughly resolving partners' concerns about work permits and visas, including:
The Ministry of Foreign Affairs shall preside over and coordinate with the Ministry of Public Security to urgently review, research and propose additional cases to be applied unilateral visa exemption policies based on the requirements of economic and social development in the new situation, ensuring national interests, national security, social order and safety; at the same time, accelerate bilateral visa exemption negotiations agreed with partners; report to the Prime Minister in March.
The Ministry of Public Security shall preside over the review and synthesis of Vietnam's preferential visa policies for each group (tourists, experts, billionaires, scientists, famous people, artists, talented athletes, etc.); including mechanisms for considering granting temporary residence cards, e-visas, purchasing residence cards, etc., proposing solutions to improve and effectively implement these policies in the direction of creating maximum convenience, drastically reducing administrative procedures, including upgrading the e-visa system in the direction of becoming increasingly convenient, accessible, simple, and transparent; report to the Prime Minister in March.
The Ministry of Home Affairs shall preside over and coordinate with the Ministry of Foreign Affairs, the Ministry of Public Security and relevant ministries and agencies to review and propose amendments to Decree 152/2020/ND-CP dated December 30, 2020 and Decree 70/2023/ND-CP dated September 18, 2023 and other regulations (if any) related to the issuance of work permits to foreigners, propose amendments in the direction of creating conditions for exemption from work permits or shortening the procedures for granting work permits to subjects in priority fields, taking advantage of and ensuring simple, convenient and transparent administrative procedures, and reporting to the Prime Minister in March.
The Prime Minister requested the Ministry of Culture, Sports and Tourism, the Ministry of Foreign Affairs and news agencies to step up information and communication work on Vietnam's efforts in promoting cooperation with partners, especially major countries, comprehensive strategic partners, strategic partners, comprehensive partners; strengthen the organization and implementation of thematic communication programs on achievements in socio-economic development, revolution in apparatus reform, science and technology development, innovation, digital transformation, etc.; major policies and orientations of the Party and State (achievements in diplomacy and economy; social security programs such as eliminating temporary houses, dilapidated houses, social housing for workers, improving the quality of human resources, etc.) to enhance understanding and strengthen the trust of foreign enterprises and investors in the investment and business environment in Vietnam.
The Prime Minister requested ministers, heads of ministerial-level agencies, government agencies, and chairmen of People's Committees of provinces and centrally-run cities to proactively focus on thoroughly grasping and developing specific programs and plans to promptly and effectively organize and direct agencies, organizations, and units under their management to strictly implement the tasks stated in this Directive in the spirit of "clear people, clear work, clear time, clear responsibility, and clear results" to achieve the set goals; take full responsibility before the Government and the Prime Minister for the implementation results of their ministries, branches, and localities.
Ministries, agencies and localities regularly take the initiative, closely coordinate, closely monitor developments, the world, regional and domestic situation, partners and subjects, analyze, forecast, develop scenarios and response plans according to their authority, and in cases beyond their authority, propose solutions to the Government and the Prime Minister for timely handling.
