On the evening of May 27, the Department of Education and Training of Hai Duong reported to the Ministry of Education and Training and Hai Duong province about the reflection on social networks and some press agencies that "first grade students were not allowed to have a party because their mothers did not pay the fund" at Gia Luong Primary School (Gia Loc), causing a stir in public opinion.

Specifically, according to the report of Gia Luong Primary School and the Department of Education and Training of Gia Loc district, on the afternoon of Friday, May 24, based on the proposal of the Parents' Representative Board and with the consent of the School Board, the Parents' Representative Board together with teacher Nguyen Thi Huyen (homeroom teacher of class 1C) organized a year-end party for the students. Before that, the Parents' Representative Board and the homeroom teacher sent a notice to the Zalo group of class 1C about organizing this party.

Based on the consensus of the parents, the Parents' Association of Class 1C agreed and decided to organize a party for the children, including cake, candy, chicken thighs, sausages and french fries. The chicken thighs, sausages and french fries that the Parents' Association of Class 1C prepared were 31 servings for 31 out of 32 students in the class. The reason given by the Parents' Association was that D.TKN's family did not have any comments on the class's Zalo group. At the party, N. ate cake and other candy with her classmates. As for the chicken thighs, sausages and french fries, she did not have her own serving, but ate with her classmates.

After the party, N.’s mother, Ms. Vu Thi S. (residing in Cong Hoa village, Gia Luong commune) posted information on her personal Facebook page saying that her child “did not get a meal” at the class party. This information was shared by many Facebook accounts.

Afterwards, the Principal of Gia Luong Primary School, representatives of the school's parents and the homeroom teacher of class 1C went directly to Ms. S's home to meet and discuss with her to better understand the content of the incident. Ms. S basically agreed with the school's explanation.

The school also asked Ms. Nguyen Thi Huyen, the homeroom teacher of class 1C, to report specifically on the incident. Through evaluation and analysis, the school found that the teacher lacked experience in handling the situation, leading to the unfortunate reaction of the parents as above.

On the morning of May 26, Gia Luong Primary School held a meeting for parents of students in the final classes of the school year, including class 1C. At the meeting, the homeroom teacher of class 1C explained and admitted his shortcomings. Through the above incident, the school requested that the entire school as well as the homeroom teacher of class 1C learn from the experience.

On the morning of May 27, the Department of Education and Training of Gia Loc district worked with Gia Luong Primary School, requesting the school principal to report in writing, determine the cause, responsibility and propose appropriate handling measures.

The Hai Duong Department of Education and Training said that this was an unfortunate incident that occurred at the end of the school year and received much public attention. The Department requested the Gia Loc District Department of Education and Training to direct Gia Luong Primary School to work with parents to gain understanding and sympathy; and organize a common experience in management. The Department of Education and Training also reminded schools in the province to take appropriate management measures to avoid similar incidents in the future.
