According to Circular No. 10 newly issued by the Ministry of Natural Resources and Environment, the red book consists of two pages instead of four pages as before, printed on a bronze drum pattern background, lotus pink, size 210x297 mm.

Compared to the draft in early May 2024, page one has some changes such as the third information field is no longer listed in a table; the Notes and Land Plot Diagram sections have been moved to page two. At the bottom of page one, there is also an additional line of text: Detailed information is shown in the QR code.

Answering reporters On May 17, regarding the reason for changing the red book from four pages to two pages, Mr. Mai Van Phan, Director of the Department of Land Data Registration and Information, Ministry of Natural Resources and Environment, said that the new form is more compact to fit the popular printers and scanners currently used by competent authorities to issue certificates. This makes it convenient for people to preserve or participate in transactions, minimizing damage and tearing.

Printing QR codes on the Certificate, Mr. Phan said, is one of the new points to modernize the land management sector as well as enhance security. The new certificate only shows basic information for land users and owners of assets attached to the land to exercise their rights and obligations. Other information will be looked up via QR codes.
