At the regular October meeting (first time) on the afternoon of October 5, chaired by Chairman of the Provincial People's Committee Trieu The Hung, the Hai Duong Provincial People's Committee reviewed the urban development program of Kinh Mon town until 2040.
The Provincial People's Committee basically agreed with the urban development program of Kinh Mon town until 2040 as proposed by the Department of Construction. Chairman of the Provincial People's Committee Trieu The Hung requested the Department of Construction, Kinh Mon town People's Committee and the consulting unit to absorb the opinions of the delegates attending the meeting to continue researching and perfecting the program according to the most optimal plan. The urban development program of the town must be consistent with the general planning. Departments and branches, based on their functions and tasks, review and carefully consider data, assess the objective situation to advise on appropriate urban development orientation of Kinh Mon town.
According to the report of the Department of Construction, Kinh Mon town currently has 85.34/100 points according to the criteria of a type III urban area. Building an urban development program for the town is necessary for Kinh Mon to basically meet the criteria of a type III urban area before 2025.
Accordingly, Kinh Mon town is one of the dynamic urban areas of Hai Duong province; a comprehensive center of economy, culture, science and technology, tourism and services; a traffic hub that plays a role in promoting the socio-economic development of the northeastern region of Hai Duong province and neighboring areas. The town will also be a regional and national energy center; an industrial, supporting industry, logistics and service center for industrial, commercial and service zones at the provincial and regional levels; a key point for cultural, historical and craft village landscape tourism and an industrial service urban area combined with a modern ecological urban area.
Kinh Mon town urban area is oriented to develop in 6 sub-zones. Sub-zone 1 (existing urban area) in An Luu, Hiep An, Thai Thinh, Hien Thanh and Long Xuyen wards is the center of trade, services, healthcare, sports; industrial and port service center. Sub-zone 2 (gateway urban area) in An Phu ward and Thuong Quan commune is the training, service and trade center of the southern gateway of the town. Sub-zone 3 (central urban area) in An Sinh, Hiep Son and Pham Thai wards is the public, cultural, tourism, service and trade center; the area for preserving natural landscapes and special national historical relics. Sub-zone 4 (industrial urban area) includes That Hung ward and part of Pham Thai ward, which is the industrial and urban development area in the northwest of the town. Zone 5 (eco-urban area) includes the wards and communes of Duy Tan, Hoanh Son, Tan Dan, Phu Thu and Minh Tan, which is an area for renovation, low-density residential development, and preservation of natural ecological landscapes. Zone 6 (industrial urban area) in Quang Thanh commune is an urban and industrial area in the west of the town. The suburban area includes the communes of Bach Dang, Le Ninh, Hiep Hoa, Lac Long, Thang Long and Minh Hoa, which is an urban belt, preserving the ecological agricultural area.
