Party development in private enterprises

After a long preparation period, Cam Giang district is about to establish the Party Cell of Van Dac Phuc Food Company Limited in Cam Phuc commune with 3 party members. This is the only Party Cell in a private enterprise that the district has established in 2023.

According to the leader of the Organizing Committee of Cam Giang District Party Committee, the establishment of party organizations in non-state enterprises is currently facing many difficulties. Many business owners do not fully understand the role and importance of having a party organization in the enterprise. For foreign business owners, there are many reasons, including language barriers, which make it difficult and time-consuming to approach, meet, and discuss to create consensus. The number of party members and party members who are leaders and managers in private enterprises, especially foreign enterprises in the locality, is also not large enough to facilitate the establishment of party organizations.

According to the Provincial Party Committee's Organizing Committee, in 2023, the province established 12 party organizations in private enterprises, a decrease of 5 party organizations compared to 2022. Binh Giang and Ninh Giang districts did not establish party organizations in private enterprises, of which Ninh Giang district has not established any party organizations for 4 consecutive years.

The main reason is that many private business owners and workers do not have the goal of striving to join the Party, and are concerned that party cell activities and political study will affect their working time, affecting production and business.

In Ninh Giang district, the number of enterprises with many employees is small, and not many workers and laborers in enterprises are party members, making it even more difficult to establish a party organization.

In Binh Giang district, this year, a training course on Party awareness was organized for workers. However, most of the workers are not local, so it is difficult to establish a Party organization in the enterprise...

In recent years, Gia Loc district has achieved and exceeded the target of establishing party organizations in non-state enterprises. However, participating in the discussion at the 17th Conference of the Provincial Party Executive Committee, term XVII, comrade Dang Xuan Thuong, member of the Provincial Party Committee, Secretary of the District Party Committee, Chairman of the Gia Loc District People's Council, also suggested that the effectiveness of grassroots party organizations in non-state enterprises should be evaluated. The reason is that in practice, party organizations in non-state enterprises have not yet promoted their role in the enterprise. In fact, in order for these party organizations to operate in accordance with regulations, more guidance and support on very basic tasks from the Party Committee and its organizational agencies are needed.

Gia Loc District Party Secretary Dang Xuan Thuong also suggested that we should not focus on quantitative development but on the quality of establishment and operation of party organizations in non-state enterprises.

To promote the role of Party organizations in non-state enterprises, it is necessary to have specific solutions to guide and overcome the contents of innovation in the content and form of Party and mass organization activities in private economic units in accordance with the production and business practices of enterprises. There are specific mechanisms and policies to encourage and support non-state enterprises with Party organizations and cadres working in Party and mass organizations...

In particular, practice shows that party organizations in private enterprises with business owners as Party cell secretaries will promote the role of party organizations and operate more systematically and qualitatively than units where the Party cell secretaries are only workers. Therefore, Party committees at all levels need to pay real attention to, promptly discover, and nurture outstanding businessmen and business owners to join the Party, creating a source for developing party organizations in enterprises.
