We must choose the right person, put that person in the right job, with the right professional expertise, in order to fully develop the ability, capacity, and strengths of the cadres and help the people and the country," Mr. Son analyzed.
Studying the speech on “Some issues that need special attention in the personnel preparation for the 14th National Party Congress” by General Secretary Nguyen Phu Trong, Mr. Lanh Van Tri, Deputy Secretary of the Party Committee of Chi Lang Ward, Lang Son City, said that in order to have a team of cadres equal to the task, the Party and State need to create a favorable environment to train and develop cadres; thereby correctly assessing their capacity and strengths, serving the planning, arrangement and use of cadres.
To create conditions for cadres in the planning to have an environment for training, understanding of practice, and comprehensive development; to build a cadre team equal to the task, it is necessary to effectively implement regulations on cadre rotation. In order to prevent manifestations of self-evolution and self-transformation in the leadership team at all levels, the Party and the State need to have specific regulations and tools to control power; to improve the effectiveness of inspection and supervision, especially supervision of assets and income, to prevent violations of legal regulations and things that party members are not allowed to do.
Based on local realities, Mr. Tri hopes that the Party and State need to have policies that pay more attention to training and planning of cadres from the grassroots level of communes and wards because this is the force that directly implements the Party's policies and guidelines and the State's laws to the people. This is also the team that directly grasps and receives the people's recommendations and aspirations, promptly resolving issues arising from the grassroots level.
From the viewpoint in the speech of the General Secretary and the experience in preparing personnel for the Congress of the Vietnam Fatherland Front at all levels in Lang Son, Mr. Nguyen Huu Chien, Vice Chairman in charge of the Vietnam Fatherland Front Committee of Lang Son province, shared that key cadres of the Vietnam Fatherland Front, in addition to ensuring all general standards according to the regulations of the Central Committee, need to have a comprehensive understanding of the work of the front; have the ability to propagate, mobilize, persuade, gather the masses, build the great national unity bloc, create social consensus and organize social supervision and criticism. Front cadres must be truly enthusiastic, be the core of the great national unity bloc; have experience, high prestige in organizing the front, have prestige and influence among intellectuals, religious dignitaries...
For mountainous and border provinces, where ethnic minorities account for more than 83% of the province's population, such as Lang Son, front officials must maintain close ties with the people and member organizations of the front.
