The Government agreed on a roadmap to increase rotavirus vaccines from 2022, pneumococcal vaccines from 2025, and cervical cancer vaccines from 2026.

On August 15, Deputy Prime Minister Vu Duc Dam signed and issued Resolution No. 104/NQ-CP of the Government on the roadmap to increase the number of vaccines in the Expanded Immunization Program for the 2021-2030 period.
The Government agrees with the roadmap to increase the number of vaccines in the Expanded Immunization Program for the period 2021-2030 of the Ministry of Health, including increasing vaccines against rotavirus disease from 2022, vaccines against pneumococcal disease from 2025, vaccines against cervical cancer from 2026 and vaccines against seasonal flu from 2030.
The resolution clearly states the scope and number of beneficiaries as proposed by the Ministry of Health. In case of mobilizing domestic aid and support, or supplementing the state budget, the Ministry of Health will decide whether to implement this roadmap earlier.
The Government has agreed to allow provinces and centrally-run cities that are able to balance their local budgets to purchase cervical cancer vaccines if they can access preferential prices for other high-risk groups outside of the Expanded Immunization Program from the 2022-2025 period to encourage people to participate in vaccination.
Regarding funding sources for implementation, the state budget ensures funding for vaccine purchases according to the roadmap. Local budgets allocate funding to organize vaccination implementation in localities. Aid, sponsorship, support from domestic and foreign organizations and individuals and other legal capital sources. Sources are voluntarily paid by organizations and individuals using vaccines.
The Government requested the Ministry of Health to coordinate with relevant ministries and branches to organize the implementation of the roadmap to increase the number of vaccines in the Expanded Immunization Program for the period 2022-2030 of the Ministry of Health according to regulations.
The Ministry of Finance and the Ministry of Planning and Investment shall allocate funds to purchase vaccines according to the roadmap for increasing vaccines in the Expanded Immunization Program.
People's Committees of provinces and centrally run cities can use local budgets to purchase licensed vaccines to supplement the Expanded Immunization Program for the 2022-2030 period and organize vaccination implementation.
People's Committees of provinces and centrally run cities that are able to balance local budgets shall coordinate with the Ministry of Health or domestic and foreign organizations and individuals to purchase cervical cancer vaccines licensed for circulation by the Ministry of Health for injection into high-risk subjects in addition to expanded immunization in the area, ensuring compliance with regulations.
