The Ministry of Education and Training (MOET) has just issued a circular stipulating the conditions, order, and procedures for opening training majors and suspending the operation of training majors at university, master's, and doctoral levels.
The Circular has many new points compared to current regulations.
Ms. Nguyen Thu Thuy, Director of the Department of Higher Education, Ministry of Education and Training, said that currently, the opening of majors for higher education institutions is regulated by two circulars: Circular 09 (for postgraduate training) and Circular 22 (for university training).
The new Circular (Circular 02/2022) unifies general regulations on conditions, order, and procedures for opening training majors and suspending training majors at all levels of university education (university, master's and doctoral levels), replacing the two circulars above to ensure unified and synchronous regulations on opening training majors at all levels of university education.
According to Ms. Nguyen Thu Thuy, Circular 02 has additional regulations and clarifies a number of concepts to ensure unified and transparent implementation such as: concepts of suitable industry; suitable expertise; training industry; training industry group; training field; full-time lecturer; guest lecturer; specific industry in the field of art; teacher training industry group; training industry in the field of health; training industry in the field of law; components of training programs and other related concepts to ensure unified implementation nationwide.
The new circular has specific regulations on the teaching staff when opening a training major to ensure compliance and consistency with the regulations in the circulars on training program standards. In which, the concept of "correct major" has been removed, replaced by the concept of "suitable major" for lecturers in the conditions of opening a major.
Also related to this issue, Circular 02 has additional regulations and clarifications on the conditions that lecturers must fully ensure for the entire training course for opening master's and doctoral programs when submitting an application to open a training program.
For opening a university-level major, it is required to ensure the quantity and quality of the teaching staff to implement the minimum training program for the first 2 years of the training program and there must be a plan and recruitment plan; develop the teaching staff for the following years of the entire course so that from the 3rd year at the latest, 1 year before the start of the new school year, the quantity and quality of the teaching staff must be ensured to implement the training program for each year and course.
For the health sector, the legal sector and the teacher training group, it is required to have full qualifications regarding the teaching staff according to regulations when submitting an application to open a training sector.
The conditions on facilities when opening a training major are stipulated to be fully guaranteed for both the master's and doctoral training courses when submitting an application to open a training major.
For opening a university-level major, it is required to ensure at least full facilities for the first 2 years of the training program; there must be a plan and scheme for investment in facilities and equipment purchases for the following years of the entire course so that from the 3rd year at the latest, 1 year before the start of the new school year, there must be full facilities as required by the training program.
For the health sector, the legal sector and the teacher training sector, it is required to have full facilities according to regulations when submitting an application to open a training sector.
In addition, Ms. Thuy also said that Circular 02 requires universities to meet the minimum requirements and conditions according to current regulations of the Ministry of Education and Training to be ready to switch to online teaching and learning, ensuring training quality according to regulations.
The new circular has specific regulations on two cases where training institutions are suspended from operating their training majors, such as autonomously opening majors when they do not meet the conditions for autonomously opening majors according to regulations; autonomously opening majors when they do not meet one of the prescribed conditions. More importantly, institutions whose training majors are suspended will not be autonomously opening majors for 5 years.
