District Road 191Q has been invested in upgrading and renovating, contributing significantly to synchronizing the traffic infrastructure of Tu Ky district (Hai Duong), opening up many opportunities for local socio-economic development.
People's wishes
District Road 191Q, 3.8 km long, passing through Tien Dong, Quang Trung and Nguyen Giap communes, was once called “the road of suffering” by local people. The road surface is narrow, bumpy, and potholes appear everywhere.
This is the main, only road connecting the three communes of Quang Trung, Nguyen Giap and Tien Dong. Therefore, the traffic volume is high, often causing congestion during rush hour, leading to traffic safety risks.
In December 2024, Tu Ky District People's Council approved the investment policy for the Project to Renovate and Upgrade District Road 191Q with a total cost of 118 billion VND, of which the provincial budget supports 50%.,remaining district budget.
Identifying this as an important traffic project, the People's Committee of Tu Ky district has directed the investor, specialized departments and the People's Committees of Quang Trung, Nguyen Giap and Tien Dong communes to urgently complete the project implementation steps, expected to complete site clearance and handover to the construction unit in July 2025; striving to complete in March 2026.
The family of Mr. Lam Van Hoang (60 years old) in Quan Loc village, Tien Dong commune, who lives and does business next to this road, is very excited to know that the road is being upgraded and renovated. "The local people's long-standing requests and wishes have been paid attention to by all levels. When the road is renovated, the appearance of my village will improve and the people's lives will be better," Mr. Hoang said excitedly.
According to Mr. Nguyen Van Lap (72 years old), also in Quan Loc village, Tien Dong commune, the majority of the people in the commune highly agree with the policy of renovating and upgrading road 191Q and are willing to donate land to clear the site for construction.
"The project passes through part of my family's residential land, but I agree to donate the land so that the project can be implemented smoothly," said Mr. Lap.
According to Mr. Nguyen Van Lieu, Chairman of Tien Dong Commune People's Committee, the project to upgrade and renovate Road 191Q mainly passes through Tien Dong Commune with a length of 3 km, related to residential land and agricultural land of 330 households.
Understanding the significance of the project for the local socio-economic development as well as the aspirations of the people, the commune determined that site clearance for the project is an important task, requiring the mobilization of the entire political system. All problems of households subject to reclamation are focused on and resolved in a reasonable and sympathetic manner.
With the motto "The State and the people work together", households within the area of land clearance are encouraged to donate land, the district only supports compensation for assets, trees and crops on the land.
Breakthrough work
In 2025, Tu Ky District Party Committee has chosen to complete the site clearance for the project to upgrade and renovate district road 191Q and provincial road 391 (section 1 and section 3) as the key and breakthrough work.
According to the District Economic, Infrastructure and Urban Affairs Department, the Tu Ky District People's Committee has decided to establish a Compensation and Site Clearance Council to implement the project. All information about the project, compensation and support plans are made public and transparent.
To ensure progress, the district has directed the People's Committees of Tien Dong, Nguyen Giap, and Quang Trung communes to organize meetings, inviting all households along Highway 191Q to come to announce and propagate the policy of building Highway 191Q, and answer questions from households.
Tu Ky District assigned the Economic, Infrastructure and Urban Affairs Department to compile statistics, make estimates, and plan specific workloads for each task. During the implementation process, the district assigned technical support staff and supervisors to ensure progress and quality of the projects.
“When the road is completed, it will open up many development opportunities and facilitate trade for the lower communes of the district while meeting the travel needs of local people. The district prioritizes and mobilizes all resources to implement these traffic projects,” said Mr. Dao Van Soai, Vice Chairman of the District People's Committee.
