Enhancing the National Assembly's supervisory role in handling complaints and denunciations

Presenting the Summary Report on the National Assembly's proposed Supervisory Program for 2025, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong said that 2023 and 2024 are two important years in implementing the Resolution of the 13th National Party Congress. The National Assembly and the National Assembly Standing Committee have issued resolutions on the Supervisory Program for 2023 and 2024 to ensure feasibility and meet practical requirements. These resolutions are an important basis for the National Assembly agencies and National Assembly delegations to issue programs and carry out appropriate supervisory tasks.

The work of building and perfecting institutions for supervisory activities has been continuously strengthened, contributing significantly to creating a legal basis and orientation for supervisory activities for the entire term of the 15th National Assembly and the following years. Notably, the National Assembly issued a resolution on taking a vote of confidence and voting for confidence to promptly institutionalize the regulations of the Central Committee. Questioning and answering activities at National Assembly sessions and meetings of the National Assembly Standing Committee ensured compliance with regulations with many innovations. The selected questioning issues were close to reality, "correct" and "hit" the "hot" and urgent issues that arose, meeting the aspirations of voters and people nationwide.

One of the new points, different from the usual supervision activities to contribute to the improvement of policies and laws, in 2023, for the first time, the National Assembly will simultaneously supervise 3 national target programs right in the implementation phase to accelerate the completion of the set goals. In particular, based on the supervision results, the National Assembly considered and approved a Resolution on a number of specific mechanisms and policies to implement national target programs at the 5th Extraordinary Session. In 2024, the National Assembly will conduct thematic supervision on "Implementation of policies and laws on real estate market management and social housing development" right after the Law on Real Estate Business (amended) and the Law on Housing (amended) were passed to contribute to bringing these laws into life soon.

Supervision of the settlement of complaints, denunciations and petitions of voters has been increasingly strengthened and become a regular activity; thereby, continuing to demonstrate the spirit of innovation in the National Assembly's people's petition work, enhancing the National Assembly's supervisory role in settling complaints, denunciations and petitions of voters and people.

Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong said that 2025 is the final year of the 5-year socio-economic development plan 2021 - 2025, the year in which localities will organize Party Congresses at all levels towards the 14th National Party Congress, prepare for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026 - 2031 term and is the year of many other important events of the country. At the same time, 2025 is also the final year of the term, according to the provisions of the Law on Supervisory Activities of the National Assembly and People's Councils, the National Assembly will review the implementation of the National Assembly's resolutions on interpellation and thematic supervision throughout the term.

Accordingly, based on the proposals of the agencies, the Standing Committee of the National Assembly selected 2 topics to submit to the National Assembly for consideration and decided to select 1 topic for supreme supervision. Specifically, Topic 1: Implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect. Topic 2: Implementation of policies and laws on development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources.

Protect, maintain and promote human resource advantages

Discussing at the meeting hall, National Assembly deputies highly appreciated the National Assembly's supervisory activities in recent times. Many opinions said that the implementation of supervisory activities has been innovated, bringing high results such as: Supervising the implementation of practice, saving, and anti-waste; supervising the mobilization, management, and use of resources for COVID-19 prevention and control; supervising the implementation of National Target Programs, etc.

Delegate Nguyen Thi Viet Nga (Hai Duong) said that both topics of supreme supervision are key and central issues. However, if choosing one of the two topics for supreme supervision, the delegate found that Topic 1 on the implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 came into effect is the issue that needs to be supremely supervised at the present time. Because environmental pollution is a hot issue that many voters are very concerned about; the issue of air and water pollution has been mentioned by many National Assembly deputies.

According to the delegate, the implementation of policies and laws on environmental protection is facing many difficulties, especially when January 1, 2025 is the deadline for mandatory waste classification at source according to regulations. However, currently, many people and waste source owners do not clearly understand how to classify waste, how to pay for the amount of waste, where to collect waste, and many localities are not really ready for the preparation work. Many difficulties and difficult problems are being raised such as lack of collection equipment, lack of specialized means of transport that meet standards, lack of collection locations and lack of regulations on waste collection and treatment standards.

Delegate Nguyen Thi Viet Nga emphasized that although there have been 2 years of preparation since the Law on Environmental Protection 2020 took effect, the preparation work has not been thorough. This situation really needs to be monitored by the highest level to clarify difficulties and obstacles and to have timely solutions. Therefore, if this topic is included in the content of the highest level of supervision in 2025, it is timely and hits the hot issue.

National Assembly deputies proposed that in 2025, the National Assembly continue to review the implementation of National Assembly resolutions on interpellation and thematic supervision to assess the changes after interpellation and thematic supervision. This is a highly effective form of re-supervision and also the basis for National Assembly deputies to assess the implementation of National Assembly resolutions and the promises of Government members.

Delegate Pham Trong Nghia (Lang Son) analyzed that the quality of human resources is a decisive factor for labor productivity. High labor productivity is the key to national prosperity. However, in the past 3 years, we have not achieved the labor productivity growth target assigned by the National Assembly. If there is no comprehensive solution to protect, maintain and promote the advantages of human resources in the golden population period, our country will have to face a series of social security consequences in the future. The risk of falling into the middle-income trap is real and we will be at fault with future generations if we miss the golden population opportunity.

Since the beginning of the term, the National Assembly has issued many important documents to institutionalize and implement the Party's viewpoints on strategic breakthroughs. Therefore, delegate Pham Trong Nghia (Lang Son) proposed to choose Topic 2: Implementation of policies and laws on the development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources.
