On the morning of September 26, according to a report from the Quang Binh Border Guard Command, many areas along the border were flooded and some localities were isolated due to floodwaters pouring in from upstream.
Accordingly, in the border districts of Quang Binh, there is moderate rain, the water level of rivers and streams is gradually rising. The road area to Doc May village, Trung Son village, Ploang village, Rin Rin village, Truong Son commune, Quang Ninh district, the water level is 0.4 - 0.8m high, causing these 4 villages to be isolated from the commune center.
In the underground area through Con Roang, Ca Roong 1 and Khe Rung villages, Thuong Trach commune (Bo Trach district), the water is 0.7 - 1m deep, causing local isolation, people and vehicles cannot pass.
In Minh Hoa district, Ka Ai and Ka Dinh culverts, Dan Hoa commune, water levels were 1-1.5m high, people and vehicles could not pass, cutting off part of Ka Ai village and the entire Ta Ra village, Ha Nong.
In Dan Hoa commune (Minh Hoa district), the water rose, and some houses in low-lying areas were flooded. On the night of September 25, local authorities coordinated with border guards to urgently support flooded households to raise their belongings and move to a safe place.

Heavy rain from last night to this morning (September 26) also caused the water level of rivers and streams in Ha Tinh province to rise.
According to the report of the Steering Committee for Natural Disaster Prevention and Search and Rescue of Huong Khe district, the total rainfall measured at the Huong Khe town Meteorological Station from 11pm on September 24 to 6am on September 26 was: 215.7mm. The water level measured at the Chu Le Hydrological Station on the morning of September 26 was 8.88m.
On the morning of September 26, some bridges over Ngan Sau River in Huong Trach and Huong Do communes (Huong Khe district) and some residential roads were partially flooded.
