Launching a peak campaign to attack and suppress drug crimes nationwide

Deputy Prime Minister Tran Luu Quang, Chairman of the National Committee for AIDS, Drug and Prostitution Prevention and Control, requested the Ministry of Public Security to launch a peak campaign to attack and suppress drug-related crimes nationwide.

This is a content in document No. 3631/VPCP-KGVX conveying the opinion of Deputy Prime Minister Tran Luu Quang, Chairman of the National Committee for AIDS, Drug and Prostitution Prevention and Control on the implementation of the Action Month for Drug Prevention and Control in 2024.

Deputy Prime Minister Tran Luu Quang requested ministries, member agencies of the National Committee, People's Committees of provinces and centrally run cities to direct the implementation of the Action Month for Drug Prevention and Control from June 1 to 30, 2024 with the theme "Joining hands to build drug-free communes, wards and towns."

Fight and eradicate complex drug hotspots and locations

Deputy Prime Minister Tran Luu Quang, Chairman of the National Committee for AIDS, Drug and Prostitution Prevention and Control, requested to focus on fighting and eliminating complicated drug hotspots in communes, wards and towns; investigate and destroy drug trafficking and transportation organizations and lines, inter-provincial and transnational; dismantle the entire line, arresting from the ringleaders to the retailers. Improve the effectiveness of coordination between specialized forces in drug prevention and control; exchange information, coordinate in fighting joint projects to ensure synchronization and continuity.

The Ministry of Public Security directs local police to review, compile statistics, analyze, and evaluate the situation of drug addicts and illegal drug users, especially those showing signs of psychosis and "stoned"; from there, propose strict management plans, especially in key, complicated areas with large concentrations of workers, industrial parks, export processing zones, large urban construction projects... continue to effectively implement the work of identifying addiction status, establishing records to apply appropriate drug rehabilitation measures.

The Ministry of Public Security presides over and coordinates with relevant ministries, branches and localities to organize propaganda activities in response to the Month of Action against Drugs, International Day against Drugs and National Day against Drugs.

At the same time, develop criteria and organize reviews and evaluations of drug-free commune, district and provincial models in localities to disseminate and replicate, ensuring effectiveness, consistency and unity.

The Ministry of Public Security proactively orients information, closely coordinates with ministries, branches, localities, press and media agencies to promote drug prevention and control propaganda activities, ensuring effectiveness and practicality; pay attention to strengthening drug prevention and control propaganda activities at the grassroots level.

The Ministry of Public Security presides over and coordinates with the Ministries of Labor, War Invalids and Social Affairs, Health, Planning and Investment, Finance and relevant ministries, branches and agencies to focus on advising on the development of the National Target Program on Drug Prevention and Control by 2030, ensuring quality and progress.

Deputy Prime Minister Tran Luu Quang, Chairman of the National Committee for AIDS, Drug and Prostitution Prevention and Control, requested the Ministry of National Defense and the Ministry of Finance to direct functional forces to closely and promptly coordinate with the police force to combat and destroy drug crime lines and organizations on land borders, at sea, at border gates, at airports, at international post offices and express delivery. Promote propaganda to raise awareness of laws on drug prevention and control for border residents, at border gates and fishermen in key sea areas.

Replicating effective addiction treatment support models

The Ministry of Labor, War Invalids and Social Affairs promotes the implementation of the project "Improving the effectiveness of drug addiction treatment and drug addiction prevention" for high-risk groups and illegal drug users. Review and replicate effective drug addiction treatment support models, create conditions to connect drug addicts and illegal drug users to participate in services right in the community...

The Ministry of Health organizes training and capacity building for medical staff working on drug addiction identification, especially at commune-level health stations; closely coordinates with the police force to strengthen the implementation of drug addiction identification in localities. Directs the organization of propaganda and training activities on drug prevention and control laws according to the functions and tasks of the health sector.

The Ministry of Information and Communications directs press agencies, grassroots information systems, and post and telecommunications to increase the duration and frequency of information and propaganda on drug prevention and control; develop documents, materials, and video clips to convey messages on drug prevention and control. The Ministry presides over and coordinates with the Ministry of Public Security to request mobile telecommunications enterprises to send text messages on drug prevention and control to mobile phone subscribers nationwide.

The Ministry of Education and Training, the Central Committee of the Ho Chi Minh Communist Youth Union, and the Vietnam General Confederation of Labor direct the organization of drug prevention and control propaganda activities for officials, union members, students, workers, and laborers, focusing on propaganda about the consequences and harms of drugs; tricks to attract and entice young people to use drugs, especially synthetic drugs and drugs "disguised" as foods such as candy, drinks, herbs, electronic cigarettes, and solutions to prevent and stop them.

Strengthen coordination between the Ministry of Public Security and the Central Youth Union to implement Decision No. 140/QD-TTg dated February 2, 2024 of the Prime Minister promulgating the Program on drug prevention and control among adolescents until 2030.

Vietnam Television, Voice of Vietnam, Vietnam News Agency and press agencies shall promote information and propaganda work on drug prevention and control; research and develop specialized pages, columns, sub-sections, propaganda streaks, and appropriate propaganda messages on drug prevention and control; increase broadcasting time and frequency during high-viewing hours for content on propaganda of laws on drug prevention and control, harmful effects of drugs, typical examples, effective drug prevention and control models, drug addiction rehabilitation, drug-free commune, ward, town, and district models operating effectively in localities...

Strengthening drug prevention and control propaganda activities to every neighborhood and household

Deputy Prime Minister Tran Luu Quang, Chairman of the National Committee for AIDS, Drug and Prostitution Prevention and Control, requested the People's Committees of provinces and centrally-run cities to organize activities in response to the Action Month for Drug Prevention and Control, International Day and National Day for Drug Prevention and Control in accordance with the actual situation in the locality.

The People's Committees of provinces and cities direct the strengthening of drug prevention and control propaganda activities to each neighborhood, household and directly in the residential community, especially in key areas and locations with high concentrations of people, industrial parks, export processing zones, large urban construction project areas, high-risk groups, youth, teenagers, students, etc. Resolutely deploy solutions to transform "drug-free commune-level areas", towards the goal of "drug-free districts, drug-free provinces."

People's Committees of provinces and centrally-run cities direct and guide the organization of voluntary drug addiction treatment at home and in the community; promptly allocate resources and funding for drug prevention, control and drug addiction treatment...

The People's Committees of provinces and centrally-run cities direct specialized forces, with the core being the police force, to resolutely fight against drug crimes, eradicate complex drug hotspots and gathering places; strictly control legal activities related to drugs. Review and have effective solutions to manage business lines with security and order conditions to prevent subjects from taking advantage to commit drug-related crimes. Inspect and eradicate areas of planting and replanting plants containing narcotic substances.

The People's Committees of provinces and cities direct functional agencies to closely coordinate with the police force to review, compile statistics, and accurately assess the situation of drug addicts and illegal drug users for management, especially those showing signs of psychosis and "stonedness," to prevent them from causing incidents that disrupt security and order.
