Mr. Vu Anh Tuan, Deputy Head of Weather Forecast Department, National Center for Hydro-Meteorological Forecasting, said that from the evening of November 23, a cold air mass in the North will move eastward to the South.
Due to the influence of the cold air strengthening, combined with the activity of the East wind zone, in the early morning of November 25-27, there will be widespread heavy rain in the Central region. The provinces from Quang Tri to Khanh Hoa will experience heavy rain with common amounts from 100 - 300mm. Due to the influence of the East wind zone combined with the terrain, there may be spots of rain over 600mm, or even higher.
According to the National Center for Hydro-Meteorological Forecasting, this rain is unlikely to be similar to the rain from November 13 to 17. However, because the rain occurs over a large area, with some areas experiencing particularly heavy rain, the impacts that need to be noted are flash floods, landslides in mountainous areas, and flooding in urban areas and riverside areas. Coastal areas need special attention because strong winds can cause large waves and rising water.
In addition, on the morning of November 23, a low pressure area formed in the South China Sea at approximately 06N-111E. This low pressure area tends to move slowly to the West and the possibility of strengthening into a tropical depression is not excluded.
Due to the influence of the cold air, from this evening and tonight, the northern part of the East Sea will have strong winds again at level 6 - 7, gusting to level 8 - 9, causing rough seas, waves from 3 - 5m high. The northern part of the East Sea and the western part of the Truong Sa archipelago will have strong winds at level 5 - 6, gusting to level 7 - 8, waves from 2 - 4m high.
''All ships and other activities in the above sea areas are at high risk of being affected by strong winds and big waves,'' Mr. Tuan noted.
