What to do to speed up disbursement of public investment capital and repayment of basic construction debt?

On the afternoon of July 11, during the group discussion session at the 23rd Session of the 17th Hai Duong Provincial People's Council, many delegates raised their opinions on the issue of disbursing public investment capital and repaying basic construction debts.

Struggling to pay off debt

Discussing the above issue, Comrade Hoang Quoc Thuong, Member of the Provincial Party Committee Standing Committee, Secretary of the Chi Linh City Party Committee, said that currently, wards and communes of Chi Linh City are in debt of over 100 billion VND. In the past, localities have struggled to pay off debts and encountered many difficulties when implementing new projects. When investing, localities mostly balance their revenue from land, so when the real estate market is sluggish, there is no source to pay off debts. Comrade Secretary of the Chi Linh City Party Committee suggested that the province have a support mechanism for districts, towns and cities in accordance with financial regulations to make it more convenient for localities.

Comrade Nguyen Ngoc Sam, member of the Provincial Party Committee, Secretary of the District Party Committee, Chairman of the People's Council of Tu Ky district, also said that resolving outstanding debts for basic construction is an issue that needs attention. He suggested that the province consider criteria to support communes to pay off debts. "Since the beginning of the year, Tu Ky district's revenue from land use rights auctions has only been 40 billion VND, currently only 25 billion VND has been paid and the district budget has received 10 billion VND, so it is very difficult to support the commune level," comrade Nguyen Ngoc Sam added.

According to comrade Nguyen Vy, Secretary of Kinh Mon Town Party Committee, currently only communes and wards in the town owe public investment. These localities are not able to repay their debts. "The province is requested to have a mechanism to appropriately support communes to repay public investment debts so that they can continue to build advanced new rural areas and model new rural areas," comrade Nguyen Vy commented.

Unblocking public investment capital disbursement

At the discussion session, some delegates expressed concern about the low disbursement rate of public investment capital in Hai Duong. According to comrade Vu Van Cap, Deputy Secretary of the District Party Committee, Chairman of the Gia Loc District People's Committee, there are a number of reasons why public investment bidding procedures still have some shortcomings, the detailed planning and project design process takes a long time and goes through many steps. Along with that, site clearance work is still stuck, the capacity of many investors is still limited... "In the coming time, to overcome this, the province needs to focus on construction planning, speed up investment procedures, and select capable contractors", comrade Vu Van Cap commented.

Agreeing with the above opinion, some delegates proposed that the province recommend the Government and ministries to adjust regulations in the direction that projects requiring conversion of land use purposes for rice cultivation are less; projects with little impact on the environment during construction and operation of the project do not have to carry out environmental impact assessment reports. It is possible to allow the establishment of environmental protection plans. To speed up the disbursement of public investment capital, Comrade Dong Dung Manh, Provincial Party Committee member, Secretary of Thanh Mien District Party Committee, said that it is necessary to remove some difficulties in site clearance, including regulations on conditions for resettlement; have additional support mechanisms so that resettlement is carried out in accordance with the motto of resettlement locations being better than or equal to the old place of residence.

Comrade Tran Ho Dang, Deputy Secretary of the City Party Committee and Chairman of the Hai Duong City People's Committee, also said that the province needs to pay attention to removing bottlenecks in site clearance. He said that in the past, the province has had many solutions to remove difficulties and obstacles in site clearance. The application of regulations on compensation and site support in the direction of ensuring maximum benefits for people has created consensus and convenience in site clearance. Currently, the province is attracting investment in many projects in the central area of ​​Hai Duong City. It is expected that in order to implement the projects, it is necessary to pay attention to the issue of resettlement arrangements for people to clear the site. "If the resettlement arrangement is close to the wishes of the people, it will create favorable conditions for site clearance to implement the project", Comrade Tran Ho Dang expressed his opinion.
