On the morning of July 20, Comrade Luu Van Ban, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired the regular meeting of July (3rd time) of the Hai Duong Provincial People's Committee to discuss and review a number of contents and reports reported by the Departments of Planning and Investment; Home Affairs; Construction; Culture, Sports and Tourism; Hai Duong City People's Committee.
The Provincial People's Committee basically agreed with the plan to arrange commune-level administrative units for the 2023-2025 and 2026-2030 periods reported by the Department of Home Affairs. Standing Vice Chairman of the Provincial People's Committee Luu Van Ban requested that the merger of commune-level administrative units, in addition to ensuring the regulations and instructions of the Central Government, must create consensus among the people and be consistent with the practical situation of the locality. Therefore, districts, cities and towns continue to review and coordinate with the Department of Home Affairs to analyze and evaluate changes and adjustments. By July 25 at the latest, localities must send reports to the Provincial People's Committee.

The Standing Vice Chairman of the Provincial People's Committee requested districts, cities and towns to coordinate with the provincial planning consultancy unit to review and agree on the plan to arrange commune-level administrative units to integrate into the planning. After the provincial planning is approved, localities need to urgently adjust the district planning to ensure the requirements for socio-economic development. Inadequacies in urban and mineral issues in the provincial planning need to be urgently overcome.

Based on the results of the population review as of December 31, 2022, the population forecast as of December 31, 2025, and the planned arrangement of commune-level administrative units of districts, cities, and towns, the Department of Home Affairs synthesizes the arrangement plan of commune-level administrative units for the 2023-2025 and 2026-2030 periods. Accordingly, in the 2023-2025 period, the whole province will have 38 commune-level administrative units subject to arrangement, and in the 2026-2030 period, there will be 66 commune-level administrative units subject to arrangement, including 25 commune-level administrative units that were arranged in the 2019-2021 period.
In the 2023-2025 period, there are 5 communes that are subject to rearrangement but the district level has proposed not to implement it: Thanh Quang, Nam Hong (Nam Sach), Vinh Lap (Thanh Ha), Cam Dien (Cam Giang), Nhan Hue (Chi Linh City).
In the period 2026-2030, there are 25 units subject to rearrangement but the district level proposed not to implement in the districts of Binh Giang (9 communes), Cam Giang (4 communes), Nam Sach (2 communes), Gia Loc (3 communes), Ninh Giang (2 communes), Hai Duong city (3 communes), Chi Linh (2 communes). 3 communes in Tu Ky district, Tai Son, Hung Dao, Ngoc Ky, are not subject to rearrangement but the district proposed to rearrange to ensure the establishment of towns.
