The general view is that the test must meet the goal of assessing capacity, suitable for the first generation of students, who have only had 3 years of study under the new program.
In addition, the high school graduation exam format from 2025 onwards will balance between subjects, avoiding large score differences between some Natural Sciences and Social Sciences subjects.

Regarding the construction of the exam question bank, Mr. Ha said that, unlike the previous method, in November 2023, the Ministry of Education and Training organized the first training session with teachers of graduation exam subjects from 63 Departments of Education and Training and a number of universities. Up to now, over 3,000 teachers have participated. This is the core team participating in the construction of the 2025 graduation exam question bank.
The Ministry of Education and Training will announce the simulation exam soon, the content can be taken from the 10th and 11th grade curriculum but still help teachers and students visualize the structure, knowledge content, and required competencies. The Deputy Director added that for Math, the Ministry of Education and Training is developing a number of new multiple-choice test formats to overcome limitations in students' thinking space. Math exams may no longer be entirely multiple-choice questions with four options. This will be discussed carefully before a decision is made.
The content of the 2025 high school graduation exam will closely follow the goals of the new general education program because candidates have studied completely according to this program. The exam will focus on enhancing capacity assessment.
He also shared that the exam is not only for graduation but also used to evaluate teaching and learning, to see what results students will get from changing subject combinations, and from there find solutions to improve quality.
According to the plan of the Ministry of Education and Training, candidates will take the 2025 high school graduation exam with 2 compulsory subjects including Math, Literature and 2 elective subjects from the following subjects: Foreign Language, History, Geography, Physics, Chemistry, Biology, Economic and Legal Education, Information Technology, Technology. The Literature subject will be tested in essay form, the remaining subjects will be multiple choice.
The Ministry of Education and Training will organize the national exam with the same questions, same exam sessions, and same time. The graduation recognition method will combine the assessment of the process and the graduation exam results in a proportion appropriate to the roadmap for implementing the new general education program.
Regarding the roadmap from 2025 - 2030, the Ministry of Education and Training will maintain the paper-based exam method. After 2030, the pilot phase will be conducted on computers for multiple-choice exams in localities that meet the conditions (can combine paper-based and computer-based exams). When all localities nationwide meet the conditions, they will switch to computer-based high school graduation exams for all multiple-choice exams.
